The European Commission is evaluating the creation of a European Competitiveness Fund, which would merge various research and innovation programs, including the European Research Council (ERC) and the European Innovation Council and SMEs Executive Agency (EISMEA), as part of the upcoming multiannual budget in 2028. This restructuring aims to improve the efficiency and flexibility of EU funds, simplifying access for industry. Although this proposal is still under discussion, key research stakeholders in Brussels believe it could place science and technology at the core of Europe’s economic agenda. For development agencies, this change presents opportunities to access funding with a more strategic focus. 🌍

🇪🇺 The Future of European Competitiveness #2: If we look at the federal support for R&D Funding in Europe, you can see that it is still very heavily based on national initiatives, and the EU-Fundings are taking a rather small amount of that - around 6-7%. So we still have the issue of the fragmentation of the Single Market that hinders the growth stage from scaling up in the EU. This can be solved if the Support for R&D would move more and more on an EU-wide level. (instead of national) Bernhard Sagmeister Kambis Kohansal Vajargah Jacopo Losso How do you see that matter?

The Draghi report on EU competitiveness is out. There is lots to like, with many important suggestions which I have also pointed to in publications, particularly my recent policy brief on technological sovereignty (see link in commment) - Better integrated capital markets, more budget for European Investment Fund (EIF) and coordation with EIC, to foster venture capital - scaling up of start ups in Europe - more top level universities, with doubling of ERC Budget and the introduction of an "ERC for institutions", something which I have long been calling for (link in second comment) - more EU-level R&D spending - doubling of current horizon to 200bn euros, with a higher share going to the (potential) EU equivalent of ARPA - a reformed EIC - a more coordinated approach -modern industrial strategies involve a mix of innovation, trade and competition policies, coordinated on a case-by-case basis to allow for a specific response to a specific problem (what I have called "choosing the policy mix as a function of the distance to the frontier). - A higher share of spending through the EIC will in my view also allow for a more focused approach to tackle EU-level deficits, and why not put the EIC in the driving seat for the IPCEIs? - which the report suggests to expand as well https://lnkd.in/ef-weGDv

The Heitor report provides a comprehensive analysis of the European Research and Development Framework Programme, effectively outlining strengths and shortcomings within its vast landscape. It offers twelve high-level recommendations aimed at enhancing the programme’s positive impact, and this is an effort that we commend and appreciate. While the report makes some proposals towards a future Framework Programme, it may need some further consideration and refinement prior to implementation. We urge caution however regarding proposed changes to Pillar 2. To share our perspective, we’ve issued an open letter, highlighting the importance of refining these recommendations and reinforcing collaboration across academia, research, and industry to drive Europe’s competitiveness and shared prosperity. Reinforcing a strategy that unites Europe’s best capabilities across academia, research, and industry is essential for the future of a Union that deploys its full potential as a driver of innovation, competitiveness, and shared prosperity. To be honest, I think it is mild to call it 'missing an open goal' and more appropriately labelled as 'counterproductive'. Pushing the FMiA Act as Australia's version of the Inflation Reduction Act and driving funding avenues towards renewables and climate action is good, but missing an easy chance to tap into European funding which aligns with your goals is confusing. Aligning with Horizon Europe would have re-established project support with a region recently dropped from other schemes (done so to focus on Asia Pacific partners). Europe's program is nearly 8x's that of FMiA, and Pillar 2 is twice FMiA. When other Asia Pacific partners are aligning, why wouldn't the Australian government consider joining? Innovation and growth rely on collaboration - and fostering more of it should be everyone's goal, especially when research funding is anemically low and dwindling, NOT aligning with this program is nothing short of counterproductive. #collaboration #research #innovation #industry
