Ukraine is doing better economically than feared - but needs continued financial assistance! Russia's war against Ukraine caused severe disruptions to Ukraine's economy: a drastic drop in output, refugee outflows, and damage to infrastructure and production facilities. Meanwhile, the Ukrainian government has been struggling to balance its capacity to fund and supply its defense effort with keeping the civilian economy going and continuing to provide basic public services. European financial assistance has been crucial to propping up Ukraine's public finances.

In the CEPA article “How Ukraine Wins”, Kurt Volker, AUK co-founder and Supervisory Board member, former U.S. Special Representative for Ukraine, expressed his expert opinion on the recent successful vote in the House of Representatives on aid to Ukraine, outlining a roadmap of U.S. next steps to help Ukraine win this war. “The House of Representatives vote is a watershed, but it does not assure victory and peace in and of itself. It now must be followed by decisive action from the US administration to bring about a Ukrainian victory, and in so doing, to re-establish the conditions for permanent peace, prosperity, and security across Europe, and to re-establish deterrence on that continent, the Middle East, and Asia. Excerpt, Peter Dickinson, Atlantic Council, highlights the impact on #Ukraine after the House of Representatives finally passed #humanitarian and #military aid to the country after months of delay. //Russia has taken advantage of the delays to launch “a series of grinding offensives” in Ukraine’s east and “a major new bombing campaign targeting Ukraine’s civilian infrastructure.” Ukrainian commanders, Dickinson says, will most urgently use the aid to “plug growing gaps in the country’s dwindling air #defences”—protecting both troops and civilians. For months, Ukrainians had watched the deadlock in Congress with “mounting dismay,” Peter tells us, as they became intimately familiar with American political dynamics and arcane congressional procedures. “This apparent loss of #geopolitical clarity fed a sense of international isolation and abandonment that helped to further undermine Ukrainian morale” amid a series of battlefield setbacks, he adds. But today’s vote—assuming it’s followed, as expected, by swift Senate passage and President Joe Biden’s signature—provides “a much-needed psychological boost” among troops and civilians alike.//

The US Congress’ lower chamber finally voted on, and approved, a 61 b$ aid package to Ukraine’s fight for our freedom in Donbas, Kherson, and the other front chapters opposing the Russian aggressor. The US package matches a similar EU package of 54 b$, which comes on top of national donations by European states. This will save Ukraine’s from defeat and allow new advances, even though the double or more is needed to assure victory - projected via advance to the Sea of Azov with isolation and takeover of the peninsula Krym. There is no lack of money in the world, the package is only important for its physical component. The scarce resource is grenades, missiles, and fighter jets - all of which the Ukraine forces desperately lack. The US vote comes too late for the people of Avdviika, and may possibly spark the last US assistance if Republicans win the Presidential election this year. We have little hope in any further help from a President Trump. Congress has locked in sanctions and NATO membership, but they cannot lock in long-term budgeting. As the Atlantic Council rightly points out in this piece, we cannot count on more monetary moves under a President Trump. The only feasible way forward is for Europe to get used to the idea of doubling or trebling their spending on Ukraine’s defence of our freedom from Z tyranny. And to hope that US lawmakers will let Europe boost American arms-makers with lavish tenders and direct purchases. That may also serve as a much needed wake-up exercise for European democracies and electorates. Spine-bearers like Emmanuel🇫🇷, Kaja🇪🇪, Mark🇳🇱 and Mette🇩🇰 will have to lead less clear-sighted fellow leaders through the mental metarmophosis that is now needed. And they will, as apart from their US counterparts, have to combine such fundamental change with fundamental compensations for the mid and lower lower strata of taxpayers bearing the fiscal price of everyone’s freedom. To allow our brothers on the eastern 🇺🇦 flank finish the job at the very ultimate risk and price. Clearly by now, we cannot trust the US part to be played, and we cannot let Ukraine’s victory depend on impoverished American citizens’ goodwill. Europe’s Freedom is from now on in the hands of allies on this side of the Atlantic. Get used to the idea.

Much of the discussion on aid to Ukraine since the beginning of the war has been anecdotal, while a rigorous quantification has been missing. Our aim is to quantify the support flows by Western governments to Ukraine in millions of Euros, accounting for both financial and in-kind transfers. To do so, we set up a comprehensive database that brings together information from official, government sources, existing lists of Ukraine aid, and reports by renowned news media." #ukrainesupport #database
