But a deeper analysis will reveal that the procurement agency failed to appreciate risk involved in this procurement process. Historically (when the demand was low), these laddus were made using local raw material and the Ghee was obtained from cows grazing on local vegetation (This temple is surrounded by beautiful sandalwood forest). The Ghee made from such milk gave laddus their unique aroma. Ghee is almost 50% of the total manufacturing cost for these laddus, thus its procurement has been carried out on an open tender basis with suppliers bidding from almost everywhere. These suppliers are expected to supply Ghee made from Cow's milk. However, most of them operate in markets that do not have separate milk line for cow's milk. Once the milk is procured from farmer, it has to be chilled down before further transportation. To operate large milk chillers profitably, operators have incentive to pool milk from various animals. Furthermore, in case of milk shortage, the supplier has all the incentive to adulterate Ghee with other animal fat. This is a fit case to understand that procurement agencies must undertake market analysis, supply risk assessment and develop a supplier engagement strategy for high value and critical items. Failure to do so will keep exposing the public system to such risks. #TTD #PublicProcurement
