Cargo Integrity Group Calls on Governments to Report Findings of Container Inspections and on IMO to Continue Publishing Them The Cargo Integrity Group (CIG) is calling on national administrations to carry out and report the findings of their container inspection programmes, and for the International Maritime Organization (IMO) to continue collating and publishing the results in a publicly accessible form, to support efforts to improve safety in the carriage of goods by sea. Under resolutions adopted more than 20 years ago member governments of the IMO agreed to conduct routine inspections of freight containers and the cargoes packed in them in a consistent way. The findings are to be submitted annually to IMO for collation and reporting so that a global picture of levels of compliance with international regulations and recommended practices can be obtained, and any appropriate safety improvements identified. An analysis by partner organisations in the Cargo Integrity Group reveals that less than 5 per cent of 167 national administrations covered by the agreement are regularly submitting the results of their inspections to IMO in publicly available form. Whilst applauding the diligence of those governments making regular submissions, the Cargo Integrity Group is concerned at the overall low numbers of reports as this means that insufficient data is available for IMO or industry to draw reliable conclusions, fundamentally undermining efforts to improve the safety and sustainability of shipments by sea. The handling of Bills of Lading (Bs/L) is a critical aspect of cargo transportation and risk management. It is paramount that Bs/L set forth information that accurately describes the nature of the cargo being carried, the quantity of such cargo, its condition, the loading port, the date of shipment, the discharge port, the ship’s name, the shippers or receivers, the value of cargo (if applicable), and carriage terms regarding the shipment. Inaccuracies in the Bills can have significant and potentially costly consequences, often leading to increased liabilities, costly claims, and difficulties with P&I coverage. In response to this, The American P&I Club hosts a "Bills of Lading" webpage featuring the Club’s publication “Signing Bills of Lading - a Pocket Guide,” available in English and New and Traditional Mandarin. The webpage also provides access to Member Alerts, Circulars, articles on various B/L topics, and industry guidance issued by BIMCO, and the International Group of P&I Clubs. Dromon Bureau of Shipping (DBS) is proud to announce a substantial improvement in its performance on the latest Paris MoU List for Recognized Organizations (ROs), covering the period 2021-2023. This List is effective from 1st of July 2024 and is used for calculating the Ship Risk Profile which determines the ship’s priority for inspection. Compared to the previous three years (2020-2022), DBS’s Excess Factor has significantly decreased from 0.63 to 0.33. This translates to an impressive rise of 8 places in the ranking. This achievement reflects DBS’s unwavering commitment to enhancing safety and performance across its fleet. The success can be attributed in part to several proactive initiatives, including: A Robust Detention Policy: This policy ensures clear and consistent procedures for addressing detainable deficiencies identified during inspections. Alerts on Detainable Deficiencies: DBS proactively informs clients about potential detainable issues, allowing for timely rectification and avoiding detentions. Port State Control (PSC) Preventive Actions Scheme: This program helps DBS clients prepare for PSC inspections, minimizing the risk of deficiencies. Preventive Inspection Checklists: DBS utilizes comprehensive checklists to identify and address potential issues before inspections. Dromon CEO Andreas Nicolaou expressed his gratitude: “This significant improvement in our Paris MoU ranking is a testament to the tireless efforts and dedication of our entire team, particularly the PSC Department.
