As the world prepares for #COP29, H.E. Mukhtar Babayev, COP29 President-Designate and Minister of Ecology and Natural Resources, Republic of Azerbaijan, calls for global unity with a transformative vision rooted in two strategic pillars:   1. Enabling Action - Adopt a New Collective Quantified Goal (NCQG) on climate finance to establish a historic, fair, and ambitious climate finance goal. - Operationalize Article 6 to activate global carbon markets, support mitigation, and bring necessary resources to the developing world. - Strengthen the Loss and Damage Fund to ensure timely financial and technical support. 2. Enhancing Ambition - Encourage robust Nationally Determined Contributions (NDCs) to achieve the 1.5°C limit, with countries preparing comprehensive NDCs by February 2025. - Push for National Adaptation Plans (NAPs) by 2025. - Accelerate progress on Biennial Transparency Reports (BTRs) to build mutual trust and accountability. - Create collaborative networks for complementary action. 🌍 Key Highlights from #COP29 - Day 8: 🌍 The Day 8 of COP29, Human Development / Children and Youth / Health / Education Day, witnessed significant climate action: 1. The COP29 Presidency has officially recognized 11 countries for their leadership in submitting their Biennial Transparency Reports (BTRs) ahead of the December 31st deadline. Additionally, the Presidency acknowledged the efforts of all Parties committed to ensuring the timely submission of their BTRs, underlining the importance of transparency in global climate action. 2. COP29 has successfully concluded negotiations on Article 6.8 of the Paris Agreement, which promotes international cooperation through non-market approaches to implementing national climate plans, including mitigation, adaptation, and sustainable development. With this milestone, the full operationalization of Article 6 is closer, with only parts of Articles 6.2 and 6.4 remaining for final agreement. 3) The COP29 Presidency has collaborated with global leaders, multisector partners, and UN agencies such as World Health Organization, UNICEF, International Labour Organization, and UNESCO. Key achievements include: a) Joint Statement on the Initiative on Human Development for Climate Resilience: Adopted to enhance cooperation between UN agencies, Multilateral Development Banks (MDBs), and Multilateral Climate Funds (MCFs) to address the impacts of climate change on human development. b) Guiding Principles on Human Development for Climate Resilience: Established to provide a strategic direction for advancing human development in the context of climate resilience. c) COP Presidencies Continuity Coalition for Climate and Health: Formed with the #UAE, #Egypt, the #UK, #Brazil, and WHO to advance health-related commitments from previous COPs and strengthen health integration into climate action. $300 bn commitment at #cop29 is just not enough. Consider this: India's decarbonisation initiatives alone will require $250Bn annually from 2030 onwards. Additionally, most of the commitments are still in the form of loans rather than grants. Even the previously committed $100 bn is yet to be fully doled out, wherein only ~25% of it is in the form of grants and the rest in loans, thereby increasing the financial load in the developing nations.
