Rachel Reeves has delivered a budget on Business Rates that could have been a lot worse. Retail and leisure occupiers have been receiving a relief in 24/25 of 75% on what their full rates bills would have been. There was a worry it would be removed totally but for 25/26 the relief will be reduced to 40% so a hefty increase for those occupiers to pay. This could be read as a massive increase in their bills year on year but we think this should be relief for the continuing relief! There is the tease of a permanently lower rate of charge for retail and leisure occupiers in 26/27 that will potentially be funded by properties with the highest multipliers. So, more detail will be required to assess this impact, but it does not sound like the root and branch review that many commentators had asked for or the Farebrother suggestion of reducing the UBR which would benefit all business not selected businesses in certain sectors. The small business tax multiplier will be frozen for 25/26 which is good news for small business owners and caps on the retail relief at £110,000 per business again reinforces the business rates system is being used as a tool for helping small businesses. The new retail hospitality and leisure property rate in the pound is interesting. It gives retailers what they asked for but appears virtually worthless. It only apples to properties between £51,000 and £500,000 as those under £51,000 will pay the lower rate in the pound. The lower rate in the pound is currently 49.9p and the standard is 51.2p. The new retail rate appears therefore to be fitting in between these. Unless something else is going to change.
