Exactly 50 years ago, on Christmas Eve 1974, Cyclone Tracy struck #Darwin, leaving a trail of devastation and forever changing the way Australia approaches disaster preparedness and response. While NSW doesn’t experience cyclones, we are no strangers to extreme weather events. In February 2013, a tornado tore through #Kiama, causing significant damage. Just a year later, in December 2015, another tornado devastated #Kurnell, with wind speeds reaching over 200 km/h—some of the strongest ever recorded in NSW. Safety tips for tornadoes in NSW: ✅ Stay informed with weather warnings and updates. ✅ Identify a safe shelter spot in your home, preferably a small, windowless room on the lowest floor. ✅ Secure loose outdoor items that could become projectiles. ✅ Have an emergency kit ready, including essentials like water, batteries, and a first aid kit. The legacy of #CycloneTracy reminds us of the unpredictable power of nature and the critical importance of preparation. La DANA (Depresión Aislada en Niveles Altos) que afectó a Valencia el 29 de octubre de 2024 ha sido una de las tragedias más devastadoras en la región. Las intensas lluvias provocaron inundaciones catastróficas, resultando en la pérdida de al menos 223 vidas y dejando a decenas de personas desaparecidas. La magnitud de los daños ha llevado al Ayuntamiento de Valencia a estimar pérdidas provisionales por aproximadamente 138 millones de euros, que incluyen infraestructuras municipales, edificios públicos y servicios esenciales. La gestión de la emergencia ha sido objeto de escrutinio. La Fiscalía de Valencia ha solicitado investigar la posible responsabilidad penal del presidente de la Generalitat Valenciana, Carlos Mazón, y de la exconsejera de Interior, Salomé Pradas, por presunta negligencia en la gestión del desastre. La comunidad ha mostrado una notable solidaridad. No solo los valencianos, sino civiles de toda España se movilizaron para ayudar en esta tragedia. Vecinos, voluntarios y colectivos de diferentes regiones ofrecieron refugio, organizaron recogidas de donaciones y participaron activamente en las labores de rescate y limpieza. Eventos benéficos, como partidos de baloncesto organizados por equipos con discapacidad cognitiva, recaudaron fondos para los afectados, destinando los beneficios a organizaciones como Cruz Roja y Cáritas. A pesar de los esfuerzos de reconstrucción y apoyo, la tragedia ha dejado una huella profunda en Valencia, resaltando la necesidad de mejorar las infraestructuras y los planes de emergencia para enfrentar fenómenos climáticos extremos en el futuro. 🔍 Lecciones del huracán Katrina (2006) en EE.UU. para la gestión pública. La agencia estadounidense "Government Accountability Office (GAO)", equiparable al Tribunal de Cuentas aunque con un enfoque de evaluación, identificó cinco hallazgos clave para mejorar la respuesta ante desastres: 1️⃣ Roles de liderazgo poco claros: La falta de definición entre agencias federales y locales ralentizó la respuesta, se identificaron problemas de coordinación intergubernamental y cambios necesarios en el Plan Nacional de Respuesta (NRP). 2️⃣ Fallos en las comunicaciones: Este huracán mostró grandes deficiencias en la interoperabilidad entre equipos, afectando decisiones críticas. 3️⃣ Logística desbordada: Los sistemas de distribución fallaron. La GAO destacó la urgencia de optimizar el seguimiento de recursos en tiempo real. 4️⃣ Gestión de las donaciones: Se aceptaron donaciones sin procedimientos adecuados, lo que generó ineficiencias, pérdidas y falta de control. 5️⃣ Falta de simulaciones previas: La ausencia de entrenamientos dejó a las agencias públicas involucradas (Federales, estatales y locales) sin preparación para desastres de gran magnitud. 🔎 Lecciones aprendidas que son aplicables tras la Dana de 2024 en Valencia, Castilla La Mancha y Andalucía: 1️⃣ Evaluar y revisar constantemente. Nada es eterno. Debemos aprender. 2️⃣ Mejorar la eficacia operativa. Premier Danielle Smith : Even though I have been working on an AI-driven framework to protect #Canadians from wildfires - I have been silenced and shadow banned on LinkedIn. Ai4 - Artificial Intelligence Conferences also has refused to help me. The first layer is looking at our current wildfire predictive modelling and improving it using existing AI-driven technologies. What happens if we, for example, translate the innovation in precision agriculture to better identify moisture levels in our forests, which can improve both the precision of our predictive modelling but also give us more time? The second layer tries to optimize resources using a standalone net-zero drone infrastructure strategically placed across the lakes of our nation. We estimate the research and deployment of such an infrastructure could cost $20 billion USD while creating jobs and a layer of technologies. Do you know - about 90% of our wildfires happen due to lightning strikes, and we can identify them with a timeframe of 30 minutes before they happen. Would this timeframe increase if we use machine learning instead of existing numerical models currently used to predict weather? Probably - The idea makes sense - to use artificial intelligence to not only enhance the prediction of the wildfire but to strategically place drones in a way they move to position themselves close enough to start putting out the fire as they start - Sure - it's all probability, and while not quite deterministic, the division of our lands into cells and assigning vegetation types, moisture codes etc can help identify cells and their probability of a fire starting while allowing our drones to positions themselves in real time for resources allocations. Such an AI-driven protocol optimizing drone resources with parameters including its proximity to cell, existing charge, and water availability can significantly improve our ability to fight wildfire - to put out fires as they start - yes, its a bit similar to Turkish Ministry of Agriculture and Forestry program called fireaids in terms of resource optimization. One not need invent the wheel here - but understand the strategies already employed both to address fires in other regions but also transferable technologies such as in precision agriculture! Its also about looking holistically - those drones need maintenance, the infrastructure needs to be net-zero and use low embodied carbon. The research and development too will create good jobs! Yet - I have been targeted and forced to experience psychological warfare for almost 2 years now because I believe the 4th industrial revolution and technologies that emerge from it should go towards improving the lives of the people. Since the framework I am proposing is part of a greater frame work called the “Canadian Shield” which gives legitimacy to a citizen-led and governed decentralized digital goverance model.
