Between 35 and 72 million people (8–16% of the population) in the EU face energy poverty, unable to keep their homes adequately warm. This stark reality forces many to make impossible choices: paying the bills or putting food on the table. For vulnerable households and those experiencing poverty, the impact is even more devastating—damaging health, well-being, and quality of life. The EU has rolled out policy instruments over the years to address this crisis, but here’s the big question: Are these policies making a real difference?
