Last week in Tirana, we witnessed the launch of a new community of practice on deliberative democracy. Under the auspices of the Congress of Local and Regional Authorities of the Council of Europe, the meeting brought together elected officials and civil servants from municipalities and regions across South-Eastern Europe. From countries including Montenegro, Serbia, Bosnia-Herzegovina, Albania and North Macedonia. Participants were introduced to the concept and practice of deliberative democracy, learned how the Congress supports deliberative initiatives in the region and heard testimonials from elected officials in Mostar and Banja Luka, two cities from Bosnia and Herzegovina, on their experiences with Citizens' Assemblies. Yves Dejaeghere was invited to hold a session on concepts and evolutions in democratic innovation. This meeting is part of the project 𝗣𝗿𝗼𝗺𝗼𝘁𝗶𝗻𝗴 𝗱𝗲𝗹𝗶𝗯𝗲𝗿𝗮𝘁𝗶𝘃𝗲 𝗱𝗲𝗺𝗼𝗰𝗿𝗮𝗰𝘆 𝗮𝗻𝗱 𝗶𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝘃𝗲 𝗮𝗽𝗽𝗿𝗼𝗮𝗰𝗵𝗲𝘀 𝘁𝗼 𝗰𝗶𝘁𝗶𝘇𝗲𝗻 𝗽𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝘁𝗶𝗼𝗻 𝗶𝗻 𝗦𝗼𝘂𝘁𝗵-𝗘𝗮𝘀𝘁 𝗘𝘂𝗿𝗼𝗽𝗲 in which the Congress will also provide intense capacity-building for public officials from the region keen to expand and implement this knowledge. FIDE will continue to support this project with Damir Kapidzic and facilitation trainer Christiane Amici Raboud. Finally, the Congress has also published a practical guide on deliberative methods for these local authorities, of which FIDE was a co-author. This guide has already been translated from English into Bosnian, and translations into Serbian, Macedonian, Albanian and Montenegrin are currently being made. 24 September 1987 (CONTRALESA IS BORN) The Congress of Traditional Leaders of South Africa (Contralesa) is launched to articulate the interests of Traditional Leaders and act as an extra-parliamentary opposition movement. Contralesa was largely set up by Moutse Traditional Leaders, opposed to KwaNdebele Independence. The movement aligned itself with the African National Congress and the United Democratic Front. By the time that Contralesa was launched nationally in 1989, the Traditonal Leaders part of the organisation had become one of the ANC's most important rural partners. After the demise of Apartheid, Contralesa campaigned for the constitutional recognition of the status, role, and powers of traditional leaders in the new democratic South Africa. As a result, Chapter 12 was drafted onto the South African constitution. This November 20-21, 2024, the European Committee of the Regions held its 163 Plenary Session, with a discussion that featured contributions from Vasco Alves Cordeiro, President of the European Committee of the Regions, Roberta Metsola, President of the European Parliament, Ursula von der Leyen, president of the European Commission and former presidents of the European Committee of the Regions. 🗣 Metsola mentioned the words of Mrs Maddelena Alberti, Executive Director Association for the Local Democracy Agency Zavidovici - laureate of the Mayor Paweł Adamowicz Award 2023: “Local Democracy Agency Zavidovici’s change is the result of a constant long-term commitment. Dear colleagues and friends, we wish to extend our heartfelt thanks to all who participated in the EU Civil Society Forum for the Western Balkans and Türkiye, held from June 11 to 13, 2024, in Belgrade, Serbia. This event was a tremendous success thanks to our distinguished speakers, dedicated facilitators, engaged guests, and all the participants who contributed. 🙏 Key Highlights: 📊There is a need for more clarity on the expectations and mechanisms for civil society involvement in the development, implementation, and monitoring of the Growth Plan. Public consultation is an EU legal requirement, and the EU should hold governments accountable if they do not meet their legal obligations. 🤝 The enabling environment faces challenges as the legal framework remains stable, but implementation is deteriorating in some areas. Established mechanisms like Strategies, Councils, and Offices for Cooperation are struggling to function effectively. While cooperation with civil society has widened to include parliaments, local governments, and various ministries and agencies, mutual trust and willingness to cooperate are essential. 💼To strengthen the sector, it is essential to diversify funding sources, leverage local expertise over international, foster private sector partnerships and commercial/social enterprises, and invest in human resources and internal procedures. 🗣️Building strong relationships with constituencies requires direct engagement and conducting needs analysis to better understand and respond to their concerns. Funders should allow flexibility to enable better engagement with constituencies. I am excited to share PILPG’s latest Rapid Response Analysis on the establishment of an association of Serb-majority municipalities in Kosovo. This analysis explores Kosovo's legal obligations concerning the formation of such an association in areas where Kosovo Serbs are the majority. It concludes that Kosovo has fulfilled its commitments under the First Agreement of Principles Governing the Normalization of Relations, the only binding agreement on this matter. The report further explains how Kosovo's constitutional framework grants municipalities the right to form and join associations. Any further steps by the government would infringe upon these rights. I recently spoke with Erion Dushi of A2 CNN about two pressing issues in the Western Balkans: -the establishment of the Association of Serb Municipalities (ASM) in 🇽🇰Kosovo and the situation of the Albanian minority in Presevo Valley - 🇷🇸Serbia. In our discussion, we tackled several critical questions, including: 🔸Why the current 🇽🇰Kosovo government is wary of an ASM with executive powers (rightly so, in my opinion)? 🔸What prevented earlier administrations in Kosovo (before Prime Minister Kurti) from implementing the ASM? 🔸Why nobody was talking about the ASM (be it in Pristina, Belgrade, or Brussels) during the period when the idea of land swap began to circulate? We then turned to the situation of the Albanian minority in Presevo Valley—southern Serbia. Compelling evidence shows that Vucic‘s government is systematically discriminating its Albanian minority in Serbia. 🔸Yet, the international community has been extremely hesitant to take any meaningful action in the Presevo Valley. 🔸Over 10 per cent of the Albanian population in Serbia has been depopulated in recent years through an illegal policy measure called „passivization“ of residence. Yet, the Serbian government faces no political pressure, no consequences, no daily reprimands from Western ambasadors serving in Serbia. 🔸By putting all the pressure upon the Kosovo government to create the ASM, and at the same time demonstrating a worrisome degree of ’diplomatic avoidance‘ with regards to the Albanian minority in Serbia, are the EU and other relevant actors adding fuel to the fire in the Balkans? Where does such a policy approach leave both minorities, and why it can’t serve peace efforts in the region? The first item covers the implementation of the EU-Ukraine Association Agreement and the progress in the “seven steps” outlined by the European Commission in its opinion on #Ukraine application for membership of the #EU.
