Today’s budget announcements for the rural sector ⭐️ The existing scope of Agricultural Property Relief will be extended from 6th April 2025 to land managed under an environmental agreement with, or on behalf of, the UK government, devolved administrations, public bodies, local authorities, or approved responsible bodies (section 2.8 in the document) ⭐️ The government also pledged to establish a joint HM Treasury and HMRC working group with industry representatives, to help provide clarity on the tax treatment of ecosystem service markets. ⭐️ The Furnished Holiday Lettings tax regime is being abolished to ‘level the playing field between short-term and long-term lets’ (section 2.7 in the document) https://lnkd.in/euVdRQGU.

We strongly urge HM Treasury and GOV.UK to reconsider the proposed abolition of the FHL tax regime. The pace of change is simply too rapid for the thousands of micro-businesses that have operated under this HMRC tax framework for up to 40 years. Transitioning to a new tax regime by April 2025 is a unrealistic expectation. Forcing these businesses out of the FHL regime will have immediate and severe consequences, many of which are unintended, yet will cause significant financial burden to businesses that cannot bear it. The proposed abolition of the FHL tax regime is an anti-growth policy that will result in reduced investment, job losses, and a decline in local economies, particularly in rural and coastal areas. For the already hard-pressed self-catering sector in Scotland, this comes at a time of intense regulatory and financial strain, driven by The Scottish Government interventions including short-term let licensing and planning, changes to Non-Domestic Rates and the introduction of visitor levies. The accumulative impact of regulatory and taxation measures with no time to adjust will stifle growth, depress local economies, and further hollow out rural communities. Antigua and Barbuda was included in the EU list of non-cooperative jurisdictions for tax purposes in October 2023, after a negative assessment from the OECD Global Forum with regard to exchange of information on request. Following changes to the applicable rules in Antigua and Barbuda, the Global Forum has granted it a supplementary review, which will be undertaken in the near future. Pending the outcome of this review, Antigua and Barbuda has been included in the relevant section of Annex II. In addition, two jurisdictions that have been listed for an extended period of time, namely Fiji and Palau, have made promising steps towards compliance with the listing criteria, and this has been reflected in their entries in the list.
