ABC Offers Recommendations for Streamlined Permitting and Inspections to Aid in Hurricane Helene Recovery In response to the devastation caused by Hurricane Helene across Florida’s Gulf Coast, ABC is urging local governments to implement several key measures to expedite the recovery and rebuilding process for single-family homes. These recommendations focus on streamlining permitting and inspection processes to ensure residents can rebuild quickly and safely. 1. Waive Permit Fees for Essential Repairs ABC recommends that local building departments waive permit fees for essential repairs such as roofing, electrical, and structural work. This will reduce the financial burden on homeowners, enabling them to begin critical repairs without the added cost of permits. Fee waivers are essential to ensure all necessary repair work gets underway quickly, minimizing the time residents are displaced from their homes. 2. Allow Private Inspections to Alleviate Backlogs To further speed up the process, ABC is advocating for local governments to allow private licensed inspection providers to conduct required inspections. With public inspectors facing overwhelming demand, private inspections will help alleviate bottlenecks and ensure timely approval of repair work. Homeowners will be able to hire certified inspectors who can verify that repairs meet safety standards, facilitating faster project completion. Private inspection providers are already licensed and qualified to ensure that homes are rebuilt safely. By allowing them to assist in this recovery effort, we can dramatically reduce wait times and speed up the rebuilding process. 3. Create a Pre-Approved Contractor List ABC encourages the creation of a pre-approved contractor and inspector list to protect residents from potential scams and ensure high-quality rebuilding work. This list should feature licensed professionals who meet the necessary qualifications to perform repair and inspection services under post-disaster regulations. Pre-vetted contractors and inspectors will give homeowners peace of mind, knowing they are hiring qualified professionals to restore their homes safely and efficiently. ABC is calling on local governments to adopt these recommendations immediately, helping communities along Florida’s Gulf Coast recover more quickly from the effects of Hurricane Helene. By waiving fees, utilizing private inspectors, embracing digital solutions, and ensuring access to qualified contractors, we can work together to rebuild stronger and more resilient homes.

OPM Authorizes Emergency Leave Transfer Program for Federal Employees Impacted by Tropical Cyclone, Tropical Storm, and Hurricane Helene Source: OPM Washington, D.C. – The U.S. Office of Personnel Management (OPM) has authorized the use of an emergency leave transfer program (ELTP) for federal employees and their families adversely impacted by Tropical Cyclone, Tropical Storm, and Hurricane Helene. After coordinating with federal agencies to assess the impact on employees by Tropical Cyclone, Tropical Storm, and Hurricane Helene and its aftermath, OPM, in consultation with the Office of Management and Budget (OMB), has determined that the establishment of an ELTP is warranted. The establishment of an ELTP permits employees in the executive and judicial branches, or agency leave banks established under 5 U.S.C. 6363 to donate unused leave for transfer to employees within their agency or at other agencies who are severely adversely affected or have family members who are severely adversely affected by a major disaster or emergency as declared by the President and who need additional time off from work without having to use their own paid leave. This ELTP will assist federal employees in the declared disaster areas in Alabama, Florida, Georgia, North Carolina, South Carolina, Tennessee, and Virginia. Furthermore, if President Biden approves other disaster declarations because of Helene, federal employees in those areas will also become eligible for ELTP donations. Agencies with employees severely adversely affected by Tropical Cyclone, Tropical Storm, and Hurricane Helene or their family members are in the best position to determine whether, and how much, donated annual leave is needed by their employees and which of their employees have been adversely affected by the emergency within the meaning of OPM regulations. They are also in the best position to quickly facilitate the transfer of donated annual leave within their agencies. Agencies are responsible for administering the ELTP for their own affected employees. Employees should contact their servicing agency human resources office for further information on the emergency leave transfer program.

I think it's very difficult to trust what's on television these days. Following is an update on the Red Cross Disaster Response in FL, GA and NC/SC. ·       In Florida, Milton spawned tornadoes across south Florida that leveled homes, dropped significant rainfall that flooded homes in central Florida, and knocked out power for more than 2.4 million customers, or 7.2 million people. o   In the last 100 days, the Red Cross has responded to five different hurricanes that have made landfall in the United States, with three of these hurricanes hitting Florida. o   Overnight, more than 13,000 people found safe refuge in more than 90 shelters following Hurricane Milton. o   Over 700 Red Crossers are on the ground in Florida, with hundreds more arriving over the weekend, to support the immediate and long-term needs of those who have been impacted. ·       In Georgia, the disaster relief operation continues to provide meals across more than 20 counties, to support those impacted by Hurricane Helene. o   Additionally, more than 10 shelters were opened for those who evacuated Florida and Hurricane Milton. Most of those shelters will close today, but there are still more than 180 individuals staying in our care across 3 shelters from Hurricane Helene. o   Detailed damage assessments are also underway in Georgia across 14 counties, with more than 500 assessments completed yesterday. ·        Across the Carolinas, Red Cross disaster workers continue to coordinate with local emergency managers and government officials to support the unique needs of those impacted by Hurricane Helene. o   Nearly 50,000 customers, or 150,000 people, remain without power weeks after Helene barreled through the Region. As winter is approaching in the mountainous region, having no electricity to provide heat is a dangerous situation. o   More than 11,000 meals and snacks were served across the operation yesterday and will continue that pace for the days and weeks to come. o   Red Cross disaster workers are also focused on providing health and mental health services, which are crucial following a catastrophic event like what was caused by Hurricane Helene.

In the wake of Hurricane Beryl, rapper Megan Thee Stallion's foundation has stepped up to provide generators to Houston-area senior citizens. The storm left 2.6 million people without power for nearly two weeks, leaving vulnerable populations like low-income seniors without air conditioning during a post-storm heatwave. The foundation, in partnership with local nonprofit Bread of Life, sent 10 generators during the outages and plans to continue the relief program throughout the 2024 hurricane season. The goal is to provide generators to the most vulnerable seniors ahead of future storms or power outages. The storms are only expected to get bigger and wetter, with the Texas power grid remaining vulnerable. The recent winter storm in Texas caused the largest blackout since 2003, and the power-grid side of the issue has received much attention. However, there seems to be less attention being paid to the more workaday issues of maintaining power lines and poles and trimming trees. The situation is particularly dire for Black residents, who are more likely to suffer hurricane damage to their homes and heat-related illnesses after a power outage. The situation is a reminder of the importance of preparedness and the need for a comprehensive approach to addressing the vulnerabilities of the power grid.
