For the last session of the Foreign and Security Conference 2024, FPS had the pleasure of welcoming Jake Hanrahan, a British journalist and documentary filmmaker, who shared some of his experience reporting on conflict and crime and offered precious insights on the role of journalism in warfare. We would like to extend a sincere thank you to our esteemed speaker, to our Co-Programme Director, Thomas Noonan, for his engaging moderation, and to all our attendees. It was an excellent conclusion to an already great conference.

Thanks very much Responsible Media Forum for having me in to kick off the 12th Mirrors or Movers Conference. I used the talk to piece together different places I've been to - from fake news merchants in Kosovo to pro Russian information warfare campaigns - to make begin to make a more general point: I think the information spaces we live in are being shaped, really defined, by the collision of two different mindsets. On the one hand we have all the writers, journalists, producers and everyone else that see what they produce as intrinsic good. On the other, people who see information as theatres of war, and information itself valuable only as an instrument to achieve effects. Our relationship to information (and not least the health of our democratic institutions) will depend on which of these two mindsets prevails.

In 1949, officers of the Office of Policy Coordination /OPC) began discussing the use of Radio Nacional de Espana (RNE) as a tool in the psychological warfare campaign against the USSR. An “official dispatch” OPC message dated May 30, 1949, on the subject Radio Nacional Propaganda Broadcasts contained the outline of how to use RNE: Information here indicates that Madrid is heard reasonably well in satellite areas. If the Spanish Government, through proper covert arrangements, is will to place the facilities and broadcast time of the station as the disposal of (redacted), this would clearly open up the possibility of using Madrid as an operational outlet for broadcasts, whether sponsored by or accordingly produced by the U.S. Government. Assuming the broadcasts can be heard satisfactorily in the target areas and time and facilities could be made available to (redacted), it would seem there are four problems to be met: a. Cover for the operation. b. Policy control. c. Type of broadcasts in relation to audience reaction. d. A competent production organization. For more information:
