Are You Maximising Your Apprenticeship Levy? In 2022/23 96% of the apprenticeship levy in England was utilised - sounds good right? Until you know that 4% equates to £96 MILLION - unspent and returned to government. Funds that could have been used to enhance employee’s skills, boost productivity and drive business growth. Since its introduction in 2017, the Apprenticeship Levy in England has provided a significant opportunity for businesses to invest in their workforce development. However, 15% of the levy — amounting to an eye-watering £2.178 billion — has gone unspent and returned to the treasury. This figure underscores a missed opportunity to upskill existing staff and new hires. By taking full advantage of the Apprenticeship Levy, businesses can not only prevent the waste of significant funds but also foster a more skilled and resilient workforce, ultimately driving both individual business success and broader economic growth. The new Government has committed to reform the Apprenticeship Levy (introduced under the Conservatives in 2017) to allow businesses to use a to-be-determined portion of the levy pot on other skills training, through a new ‘Growth and Skills Levy’. This is a central part of the Government’s cross-departmental skills strategy and its Growth and Opportunity Missions. Designed well, and with the necessary accompanying reforms, the Growth and Skills Levy has the potential to support a wider apprenticeships system that works far better for businesses large and small and their employees, and unlocks opportunities for young people.
