UK beef exports to the EU could end by January 2025 if the government doesn't address new EU deforestation regulations. The British Meat Processors Association (BMPA) criticized the government for leaving the industry unprepared. Without action, 90% of the UK's £580m beef export market to the EU could disappear overnight. Despite new checks brought in today under the UK Brexit trade agreement, the UK landbridge remains optimal route for fresh produce in and out of Ireland to/from northern Europe. The new checks being brought in are expected to be light-touch and custom requirements are now well bedded in. Irish fresh foods importers and exporters still choose UK landbridge as their go-to option and are seeking lessons-learned on their mixed experience of direct boat options. In a low-margin industry such as fresh foods, supply chain management (SCM) delays can have a significant impact between thriving or surviving. Increased transit times, adverse weather disruption, limited frequency, limited capacity, and slow recovery times to get supply chains back on track when things do go wrong are key reasons, we find supply chain professionals in the fresh produce sectors still prefer the UK landbridge for their time-sensitive consignments. I was excited to speak at the Red Meat Sector Conference 2024 today with Sirma Karapeeva, Brian Wilson and Stephen Jacobi! I shared thoughts about trade agreements, regulatory red tape, ESG requirements, the EU Deforestation Regulation, and what the US Election may mean for exporters. Some key reflections below: Question 1: Do #FreeTradeAgreements provide sufficient protection for exporters against "red tape creep" in foreign markets? The short answer is “no, but there are better ways to address red tape”. #FTAs can do lots of good things like: reduce tariffs, expand duty-free quota access, simplify customs, mutually recognise health and safety regulations, create forums for non-tariff barrier discussions, and establish frameworks for resolving trade disputes with governments. But FTAs don’t generally exempt exporters from needing to comply with overseas laws, regulations, private standards and supplier requirements. We need to put in the work to comply with those. FTAs are like discounted tickets to a dance – they get you in, but you still need to buy your own drinks and comply with house rules to succeed. Question 2: Should we seek different provisions in FTAs to address #NonTariffBarriers to trade? The short answer is "yes, but we should also use other tools to tackle NTBs". #NTBs can be more problematic than tariffs. Government negotiators should focus on: mutually recognising technical standards, ensuring transparent notification of new regulations, establishing regulatory committees to discuss divergence, providing industry with capacity building and technical assistance to aide compliance, and implementing efficient dispute resolution mechanisms. But don't forget, other tools can tackle NTBs: ⚖ Some NTBs are best tackled through foreign law reform processes or targeted lobbying. Remember, governments seldom negotiate away their food safety regulations, animal health and welfare standards, consumer laws, etc via FTAs. 🤝 Some NTBs are best addressed through commercial negotiations with offshore customers. Private standards and supply agreements are rarely set in stone - negotiate the difference. 💡 But some NTBs are here to stay, so it's best to focus on understanding and complying with them efficiently and effectively. Proactive compliance could become your competitive advantage. In summary, consider multiple approaches when addressing offshore red tape and NTBs, and don’t wait for an FTA to save the day! 📍 Brexit Trade Agreements and Beef in the UK Australia and New Zealand can now export more beef to the UK due to new Free Trade Agreements (FTAs) signed post-Brexit. Here's a snapshot of the impact based on insights from Gira, written by Bord Bia's UK Market Specialist for Meat and Organics, Sean Deane: UK Import Market: - 75% of UK beef imports are from Ireland, with nearly 50% of Irish beef destined for the UK. Free Trade Agreements: - Post-Brexit FTAs with Australia (AU) and New Zealand (NZ) increase beef import quotas from 35k tonnes to 110k tonnes (2023-2033). FTA Impact: - Despite potential competition, Irish beef can maintain its strong market position due to proximity, consumer acceptance, sustainability, and established relationships. In the short term, UK importers may leverage lower AU prices in negotiations, but major changes to the UK import market are unlikely.
