It was a dream come true moment after months of dedicated effort to formally inaugurate this center following the 2023-24 Budget announcement. A robust innovation ecosystem thrives within industries, academia, and research organizations. The Government of Tamil Nadu remains committed to strengthen the #PublicInnovation ecosystem within governance. Over recent years, more than 400 pilot innovation projects have been funded in the government sectors in Tamil Nadu, aiming to introduce novel practices or interventions to enhance service delivery, address sector-specific challenges, or improve system efficiency. Collaborations with national and global institutions will expand innovation in governance through cross-linkages and shared learnings. This center was established with the ambition to serve as a platform that fosters these connections and assimilates best practices. In a statement, the BRS working president highlighted that villages and towns which thrived under BRS’s decade-long rule are now facing severe challenges. He criticized the Congress government for not sustaining development progress, resulting in a governance breakdown, especially in rural areas where panchayats are struggling due to inadequate funding. In a scathing attack, BRS working president KT Rama Rao attributed the deteriorating living conditions in both villages and towns, to the Congress government’s incompetence and failures. He said the local bodies administration has collapsed even as the State is grappling with severe challenges in managing essential services and infrastructure, under the Indiramma rule promised by the Congress. In a statement, the BRS working president pointed out that the villages and towns, which had thrived under BRS’s ten-year rule, are now facing unprecedented challenges. 🌍 Tracking Corporate Social Responsibility (CSR) Spending Across India (FY 2014-2023) 🌍 Over the past nine years, CSR spending has played a vital role in driving socio-economic development across India. Here’s a quick snapshot of how different states and sectors have benefited: - Pan India spending consistently grew, peaking at ₹9,385.66 Cr in FY 2019-20 before stabilizing around ₹6,060.98 Cr in FY 2022-23. - Maharashtra leads the way with a massive ₹5,497.30 Cr spent in FY 2022-23. - Gujarat and Karnataka have also seen significant increases, with ₹2,008.41 Cr and ₹1,985.55 Cr spent in the last fiscal year. - Smaller states such as Sikkim, Nagaland, and Goa show impressive growth despite lower population density, demonstrating the far-reaching impact of CSR. The Case of Missing Numbers in CSR Data - Listed companies on NSE spent a record ₹15,524 crore on CSR in 2022-23 (FY23). - However, tracking the allocation of these funds is becoming increasingly difficult. - A September 2022 Ministry of Corporate Affairs policy allows limited disclosures on CSR spending, leading to a decline in detailed information. Data Shortfall: - Only a small fraction (less than ₹3,500 crore) of the total CSR expenditure has detailed allocation disclosures. - Private companies haven't disclosed details for roughly 80% of their CSR spending, compared to 70% in the public sector. - This lack of transparency hinders analysis of how CSR funds are being utilized. Uneven Distribution: - Previous data (up to FY22) revealed that most CSR spending for education and healthcare went to richer states where companies are concentrated (Maharashtra & Gujarat). - Less developed states like Bihar received a significantly smaller share. - The limited FY23 data suggests this trend might be worsening. Incomplete Picture: - This data only covers listed companies on the NSE, excluding many large Indian companies. - A government CSR portal intended to provide comprehensive data holds information only up to FY22. The Takeaway: - Limited disclosures on CSR spending raise concerns about transparency and effectiveness.
