March this year (2024) marked the 5th anniversary of the death of Andrew W. Marshall, long-time director of the Office of Net Assessment in the U.S. Department of Defense. On this occasion, one of the "apologists" of the Net Assessment methodology, Eliot A. Cohen, wrote an interesting article in which he mentioned the creator of the methodology and tried to describe its features. Secretary Gates discusses something that I advocate for consistently — we need more bang for the buck for the dollars we allocate to the Department of Defense.
