On 24 March 2022, the U.S. Department of State approved the release of the unclassified and releasable Integrated Country Strategy for the #Maldives. It was then published on the official website of the State Department. On 27 May 2024, I discovered that the State Department had inadvertently published a version of the ICS that included content that was marked Sensitive But Unclassified (#SBU). As articulated in 12 FAM 540, SBU refers to "information that is not classified for national security reasons, but that warrants/requires administrative control and protection from public or other unauthorized disclosure for other reasons." So, I responsibly reported the issue. Over five months later, that SBU-marked content remarkably remains live on the internet. At a minimum, this raises questions about whether the U.S. Department of State is in compliance with its own Information Quality Guidelines. At worst, it begs questions about the unauthorized disclosure of information that warrants protection from public disclosure.
