USAP The Targeted Individual Program is an Unacknowledged Special Access Program (USAP). This means that government officials that know about it - are required to deny its existence, or they can be charged with a crime. According to the U.S. Constitution - all USAP’s are illegal, because the President and Congress are required to have all access and information. We are not connecting the TI Program with UAP issues. However, Dr Greer explains the paranoia that exists in the military and intelligence communities about classified material and security clearances. Even the President does not have a security clearance to view some material. Yes - the President & Senate Intelligence Committees can be blocked from viewing certain information. This ridiculous and illegal system was set-up by Vice President Nelson Rockefeller, while under President Ford. We need Congress to change it.
