As the dry season comes to an end, the Panama Canal Authority (ACP) is adapting its operations to the changing climate conditions. According to forecasts, the ACP is optimistic that steady rainfall will arrive by late April and persist for several months. With these projections in mind, the ACP is planning to gradually ease transit restrictions and aims to fully normalize operations by 2025. The Panama Canal Authority is increasing capacity and vessel draft as the rainy season begins. Draft levels are rising to 47 feet now and 48 feet by July 11, with daily transits increasing to 35 by August 5. Despite previous restrictions, nearly 1,800 vessels transited the expanded canal between October 2023 and May 2024. Expected rainfall due to La Niña may normalize operations, but long-term water security remains a concern. The authority is exploring new water sources and storage solutions. Panama Canal Update: The waterway continues to face the impact of a prolonged dry season from this past year that limited the capacity of daily passages through the canal. Despite the start of the rainy season, the water problem for Panama and its Canal is not over. Unlike other waterways such as the Suez Canal, the Panama Canal, which usually handles about six percent of global maritime trade, operates with rainwater from the artificial lakes Gatun and Alajuela. Due to the meteorological phenomenon known as El Nino this past year, the drought-stricken canal has had to reduce the number of shipping vessels that pass through each day, as well as the size of each ship's draft. However, the agency said it will allow an increase in a vessel's draft to 14.6 meters (48 feet), and a maximum of 35 ships will be allowed to pass through per day beginning August 5.

Friday Fun with Water. Transboundary water management agreements are challenging in the best of times. However, during a "megadrought" (aka aridification), almost everyone pays greater attention and accuses the "other side" of failing to live up to its obligations. The story glaringly omits references to the need for water conservation, reuse, and agricultural and urban alignment with changes in the hydrologic cycle. I defer to my more experienced colleagues on transboundary water management. The weekend read: even as the media spotlight is on the ongoing Israel-Hamas/Palestinian conflict, another looming threat lies over the horizon - the coming water shortage. You heard this before but this latest piece by CSIS Middle East Programme puts it altogether with infographics highlighting urgency of situation that should concern all policy makers and water experts as well as the technologies/solutions being deployed. “Both long-term planning and cooperation are needed for improving water security within and between states. But a low-trust environment, like the Middle East, shortens planning horizons and generates little incentives for cooperation.” Rebuilding that trust will be key to cooperation. However with the deficit of trust that currently confronts the region, nothing short of an international multilateral effort is needed to bring the parties together. The technical solutions exist today, but strong political remains the missing element. #waterscarcity #resourcescarcity #watermanagement #watertechnology #middleeast #globalcommons
