Did not have to wait long. The day after the North Sea countries - Denmark, Belgium, the UK, Germany, Norway and the Netherlands - concluded an underwater energy security pact for fear of sabotage, there was a swift retort from the Baltic States. On 10 April 2024, the energy ministers of Lithuania, Denmark, Estonia, Finland, Germany, Latvia, Poland and Sweden met in Vilnius, Lithuania, where they signed the Vilnius Declaration, pledging to protect offshore and undersea infrastructure from activities that could threaten energy assets and supplies at risk. MARGE was contracted to elaborate a methodological guide on capacity building for local players in decentralized electrification systems. This work is carried out under the "Strengthening international cooperation to address the challenges of energy services access in developing countries" program, implemented by the network Cicle (internal cooperation on climate and energy - www.reseau-cicle.org). This guide is aimed at decentralized and non-governmental cooperation players (NGOs, private sector and local authorities) and VSE/SMEs, and is intended to summarize the state of knowledge and up-to-date, reliable practices in the implementation of decentralized electrification projects.
