As part of the White House’s strategy to reduce emissions in the freight industry, the U.S. Department of Transportation announced a grant program for ports and supply chain corridors. 16 port-centric projects are to receive close to $150 million from the Reduction of Truck Emissions at Port Facilities program. Aimed at improving air quality and modernizing areas close to commercial ports, the investment will save truck drivers time and will help ports reduce congestion, and therefore emissions. In addition, the Environmental Protection Agency will provide close to $1 billion in funding to assist cities, states, and tribal agencies in the transition to a zero-emission outlook, by supporting infrastructure to charge, fuel, and maintain heavy-duty green vehicles. Funded by the Inflation Reduction Act, this initiative aims to transform our nation’s ports by promoting zero-emission operations and significantly reducing pollution. Here’s how the funds will be utilized: 🔋 𝗭𝗲𝗿𝗼-𝗘𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝗗𝗲𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁: $2.8 billion will be allocated to deploy zero-emission port equipment and infrastructure. This includes over 1,500 units of cargo handling equipment, 1,000 drayage trucks, 10 locomotives, and 20 vessels powered by battery-electric and hydrogen technologies. 🌍 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗮𝗻𝗱 𝗔𝗶𝗿 𝗤𝘂𝗮𝗹𝗶𝘁𝘆 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴: $60 million will support climate and air quality planning activities. These efforts will enhance the capacity of port stakeholders to continue reducing pollution and transitioning to zero-emissions operations over time. The grant distribution shows that 70% of the funds will go to five states, with the top three applications coming from the City of Los Angeles Harbor Department ($411M), Virginia Port Authority ($380M), and Port Authority of New York and New Jersey ($344M). Notably, California received the majority of the grant at around $1B, surpassing the combined total of the next three states. This significant investment underscores the EPA’s commitment to creating cleaner, healthier communities while supporting economic growth. Congratulations to all the selected applicants! Hi Network, Happy Week ! Check out this exciting news about the Green Light for a Cleaner Transportation! Remember that our goal at #utblogistics is to optimize your ground transport operations to and from the port within each city. ------------------------------------- The ports of Los Angeles and Long Beach will provide $25 million for an ambitious partnership with regional air quality agencies to jump-start charging infrastructure for electric heavy-duty drayage trucks in one of the nation’s most populous regions. The $135 million in projects led by the Mobile Source Air Pollution Reduction Review Committee will install up to 207 charging units at eight sites around Southern California in Wilmington, Rancho Dominguez, Rialto, Fontana, Commerce and the Port of Long Beach. Contracting for the projects is being administered by the South Coast Air Quality Management District. “We’re investing with our Clean Truck Fund to get both zero-emission (ZE) trucks and infrastructure on the street as quickly as possible,” said Port of Los Angeles Executive Director Gene Seroka. “In addition to funding charging stations, we’re partnering with the state of California to offer vouchers of up to $250,000 toward the purchase of a ZE heavy-duty truck. Every day, we’re making progress toward our goal of a zero emission port.” In separate actions this week, the Los Angeles Harbor Commission and the Long Beach Harbor Commission each approved allocating $12.5 million from their respective Clean Truck Funds for the plan. The Clean Truck Fund Rate is a key component of the ports’ efforts to transition to a zero-emissions truck fleet by 2035, as established by the Clean Air Action Plan. Rate collection began in April 2022 at $10 per twenty-foot equivalent unit or $20 per forty-foot equivalent unit. Exemptions from the rate are provided for loaded containers hauled by zero-emissions trucks, and under limited circumstances, by low-nitrogen oxide trucks. Community Leadership and why you shouldn’t ever be afraid to ask “why not?” I want to congratulate the West Oakland Environmental Indicators Project (WOEIP), the Port of Oakland, and USEPA on the historic award of $322 million from the Clean Port's program. This money will replace 475 drayage trucks and 188 pieces of cargo handling equipment with zero emissions technologies. This award follows through on the promise that was made by government to clean up air emissions from the Port for West Oakland residents. However, government promises are rarely fulfilled without pressure for accountability. For decades, WOEIP, Ms. Margret Gordon and Brian Beveridge have provided that pressure. They persevered in the face of criticism and derision from industry to ask - "why can't it be Zero emissions,” “why can't you invest the money,” and most importantly, “why can't it be done?" By not backing down and sticking to their principals they turned the tide in West Oakland. I know, I was there! Starting with the over $100 million invested by the Bay Area Air District and State of California, and regulations adopted by the California Air Resource Board beginning in the mid 2000's, WOEIP pushed regulators like me to ask more from companies and the Port. They required that we set higher standards for emissions reductions to invest grant monies and demand more in terms of environmental performance and stewardship. I have to say, I was very dubious at first but by taking their lead, asking their questions and not just settling, we were able to achieve an over 80% reduction in toxic particulate matter from the Port of Oakland within a decade! However, as the Port and industry lauded this achievement, WOIEP asked, “what about the other 20%?" That question, coupled with additional WOEIP pressure and a far more proactive Port leadership under Danny Wan, directly led to yesterday’s announcement. It also follows a series of other grant awards that I believe will deliver a 100% zero emission’s port in the relatively near future. Now, was any of this easy – no, were there lots of fights – yes, and will there be plenty more bust ups on the road there – sure, this is Oakland politics after all. But by being fearless and asking WOEIP's question- "why not" didn't we all end up in a better place?
