Research by the Urban Institute (UI) reveals that cities with greater administrative capacity receive more federal infrastructure funding. Smaller communities face challenges due to the time-consuming and varied grant application processes. UI's study analyzed data from U.S. counties with over 50,000 residents, focusing on staff and payroll per capita. The findings showed that better-staffed and funded governments received more competitive infrastructure funding in FY22 from the Infrastructure Investment and Jobs Act (IIJA) and HUD’s Continuum of Care program. Communities with an additional $100 per capita in total payroll were 10.7% more likely to receive funding. UI recommends simplifying the application process, conducting targeted outreach, and providing technical assistance to make grants more accessible to smaller and underserved communities.
