Research by the Urban Institute (UI) reveals that cities with greater administrative capacity receive more federal infrastructure funding. Smaller communities face challenges due to the time-consuming and varied grant application processes. UI's study analyzed data from U.S. counties with over 50,000 residents, focusing on staff and payroll per capita. The findings showed that better-staffed and funded governments received more competitive infrastructure funding in FY22 from the Infrastructure Investment and Jobs Act (IIJA) and HUD’s Continuum of Care program. Communities with an additional $100 per capita in total payroll were 10.7% more likely to receive funding. UI recommends simplifying the application process, conducting targeted outreach, and providing technical assistance to make grants more accessible to smaller and underserved communities. More than 125 people from across Maine, New Hampshire, and Vermont joined Thriving Communities Technical Assistance (TA) Providers and federal agencies as part of the Federal Interagency Thriving Communities Network convening at St. Anselm College Institute of Politics earlier this week. NRRA Communications Manager, Andrea Folsom, MSW, attended the event on behalf of NRRA to gather additional resources for and share the challenges faced by NRRA's Municipal Members - including the need for more solid waste infrastructure funding for all NH municipalities and cumbersome grant application and reporting requirements - with the federal agencies in the room. Applying for and managing federal grants can seem particularly daunting for smaller municipalities that may lack the personnel to write or manage grants. More often than not, municipal staff are required to wear many hats to help their community function smoothly. The Thriving Communities Network aims to reduce barriers to federal grant funding by providing resources and tools municipalities of any size can use to successfully compete for federal funding. A reminder that our surveys regarding equity and justice infrastructure are still open 📋 Earlier this year, we embarked on a project to map the current state of funding for equity and justice infrastructure – this refers to the support offered to organisations led by and for the communities they represent. During the first phase of the project, we conducted a review of the available UK literature of equity & justice infrastructure organisations, both of their needs and the impact their work has. The literature review highlighted a dearth of perspectives from these organisations with most of the existing research carried out or commissioned by funders. To fill these gaps and better understand directly the experience of organisations, we are conducting two parallel surveys – one aimed at equity & justice organisations and the other aimed at equity and justice infrastructure organisations. Championing Fair Financial Distribution for Kildare Newbridge As we approach the election with just five days remaining, I am reminded of the pivotal role we can play in local governance to effect substantial fiscal changes. A prime example of this was back in spring 2019, when Kildare County Council faced a significant decision regarding the distribution of retained local property tax (LPT) due to changes in the Municipal District (MD) boundaries. Strategic Decision-Making Leads to Enhanced Community Funding Recognizing the potential to optimize the impact of LPT funds, I advocated for a new distribution formula that would benefit our MD substantially. The council was presented with several options, and I pushed for the adoption of a formula where 50% of the LPT was distributed equally among MDs, with the remaining 50% allocated based on the number of councillors. This approach promised a more balanced and equitable distribution of funds. Impact of Advocacy and Leadership The outcome was a significant win for Kildare Newbridge, with our allocation increasing to €772,000 from the previous standard of €650,000. This increase has allowed us to enhance local services and infrastructure, directly benefiting the community's quality of life and facilitating further development projects. Commitment to Financial Fairness This experience underlines the importance of proactive leadership and the impact of strategic financial advocacy. If re-elected, I am committed to continuing to push for financial policies that ensure our district not only receives fair funding but thrives under it. As professionals, we understand the importance of resource allocation in achieving strategic goals. I believe in applying the same principles to govern our community effectively. Grants to Diversify the National Register of Historic Places The National Park Service’s Underrepresented Communities Grant Program (URC) works towards diversifying listings submitted to the National Register of Historic Places. URC grants are funded by the Historic Preservation Fund (HPF) and are administered by the NPS. Projects include surveys and inventories of historic properties associated with communities underrepresented in the National Register, as well as the development of nominations to the National Register for specific sites. All funded projects must result in the submission of a new or amended nomination to the National Register of Historic Places to include underrepresented communities. Grants are awarded through a competitive process and do not require non-Federal match. Application packages must be submitted using Grants.gov under Assistance Listing 15.966. "The one-time infusion of cash for highway caps, bike trails and other improvements shows the Biden administration’s priorities for one of its most high-profile infrastructure initiatives." The awards come from a combination of two programs--$1 billion in the 2021 infrastructure law to start a five-year pilot program called Reconnecting Communities...and $3.1 billion more for similar projects in the climate law, the Inflation Reduction Act, through the Neighborhood Access and Equity Program. Today I became the first city council candidate- as far as I know- to publicly oppose the proposed initiative by Participatory Budgeting Oregon to amend the City Charter to set aside over $15 million annually for a new "Participatory Budgeting" program. First, I oppose budget set asides in the Charter. Second, whether by charter or ordinance I oppose taking $15 million (and growing every year) off the table that could be used to address other needs, including public safety, transportation, affordable housing, and downtown revitalization. #fiscalresponsibility
