Research by the Urban Institute (UI) reveals that cities with greater administrative capacity receive more federal infrastructure funding. Smaller communities face challenges due to the time-consuming and varied grant application processes. UI's study analyzed data from U.S. counties with over 50,000 residents, focusing on staff and payroll per capita. The findings showed that better-staffed and funded governments received more competitive infrastructure funding in FY22 from the Infrastructure Investment and Jobs Act (IIJA) and HUD’s Continuum of Care program. Communities with an additional $100 per capita in total payroll were 10.7% more likely to receive funding. UI recommends simplifying the application process, conducting targeted outreach, and providing technical assistance to make grants more accessible to smaller and underserved communities. Our first member insight meeting of 2025 will focus on funding for equity and justice infrastructure, taking place online on Wednesday 29, 10-11am. Over the last few months, we have been working with funders and equity partners to map the current state of funding for equity and justice infrastructure. While some efforts have been made to better evidence the scale and funding of more generic forms of infrastructure support, we still lack understanding about the infrastructure sector specifically for equity and justice organisations. Part of our work has been to deepen our understanding of the current funding position of the sector and the needs they are seeking to address. More than 125 people from across Maine, New Hampshire, and Vermont joined Thriving Communities Technical Assistance (TA) Providers and federal agencies as part of the Federal Interagency Thriving Communities Network convening at St. Anselm College Institute of Politics earlier this week. NRRA Communications Manager, Andrea Folsom, MSW, attended the event on behalf of NRRA to gather additional resources for and share the challenges faced by NRRA's Municipal Members - including the need for more solid waste infrastructure funding for all NH municipalities and cumbersome grant application and reporting requirements - with the federal agencies in the room. Applying for and managing federal grants can seem particularly daunting for smaller municipalities that may lack the personnel to write or manage grants. More often than not, municipal staff are required to wear many hats to help their community function smoothly. The Thriving Communities Network aims to reduce barriers to federal grant funding by providing resources and tools municipalities of any size can use to successfully compete for federal funding. A reminder that our surveys regarding equity and justice infrastructure are still open 📋 Earlier this year, we embarked on a project to map the current state of funding for equity and justice infrastructure – this refers to the support offered to organisations led by and for the communities they represent. During the first phase of the project, we conducted a review of the available UK literature of equity & justice infrastructure organisations, both of their needs and the impact their work has. The literature review highlighted a dearth of perspectives from these organisations with most of the existing research carried out or commissioned by funders. To fill these gaps and better understand directly the experience of organisations, we are conducting two parallel surveys – one aimed at equity & justice organisations and the other aimed at equity and justice infrastructure organisations. MuniciPaid's Inaugural Municipal Funding Study is now available! The image below includes a snippet from one of many interesting analyses: how to evaluate the success of the Building Faster Fund. Although the Fund presented a concept in tying better performance with more funding, the first year of measured progress resulted in municipalities without targets reaching 128%, while municipalities WITH targets reached only 95%. In the end, assigning municipalities targets without explanation or a chance for input hampered the great idea with poor execution, and exemplifies the importance of senior governments engaging municipalities earlier in the funding process.
