🚨 Ohio Township Funding is Broken 🚨 Colerain Township is facing a public safety crisis, and it’s time to ask the tough question: What’s next? The voters have rejected two levies. There is no new funding. Meanwhile, violent crime continues to rise, and police resources are stretched dangerously thin. In just six months, Colerain Police officers responded to eight shootings in a one-mile radius. How are they supposed to keep their community safe with shrinking resources and no real funding solutions? Colerain Township’s police force has been cut from 69 to 58 officers, all while calls for service continue to climb. Fewer officers mean longer response times, reactive policing, and increased strain on those who remain. This isn’t just a Colerain problem but an Ohio Township problem. How many more times will township police departments be asked to do more with less? How long can township residents expect quality services when their communities are stuck under an outdated funding model? Most people don’t realize that Ohio townships operate under a funding model that hasn’t changed in decades. Let’s put this into perspective. Hamilton Township spans 35.5 square miles and serves nearly 34,000 residents. Despite its size and population, the Hamilton Township Police Department operates with just 27 full-time officers. In contrast, the neighboring city of Mason, which covers only 19.3 square miles and has a population of about 35,660, has 46 full-time officers (based on their website). Same population. Vastly different police staffing. Why? Because Mason, as a city, can collect income tax—something townships like Hamilton cannot. Instead, townships are forced to rely solely on property taxes and voter-approved levies—an outdated system that is unpredictable, often insufficient, and no longer sustainable. Townships are expected to function like cities, providing essential services with fewer resources and limited funding options. Unlike cities with diversified revenue streams, townships must rely on an archaic system that leaves them vulnerable to budget shortfalls and service reductions. Without access to diversified revenue sources, townships are left in constant financial uncertainty, forced to cut services or delay critical investments in public safety. This blueprint builds on a public health approach to violence prevention, focusing on addressing root causes of violence through proactive and collaborative strategies. Evening All, Looking for a bit of contemplation with your after dinner coffee? In my latest article with Policing Insight I consider whether it is time policing engaged a wee bit more with Philosophy, and gave serious consideration to what the service is actually for. If you want to have a short evening engagement with Plato, and consider whether it is right that there has been a marked withdrawal of senior policing leaders from civic life and society over the last 30 years then this is the article for you. Many of you saw I was back up at Tulliallan a couple of weeks ago. "When Scottish recruits walk into Tulliallan Castle for the first time, where all training for the country takes place, they walk beneath a large sign that reads ‘Bi Glic, Bi Glic’. This means, from the Gaelic, ‘Be Wise, Be Circumspect’. Maybe we need more wisdom and circumspection, and less acquiescence? More debate, but not polarised vitriol? Yes, policing should change through time, but should this be to the detriment of core principles and its ‘Platonic form’? For me, policing will always at its heart be about serving all without fear or favour in a neutral manner. Quite how that ‘went out of fashion’ is beyond me, but to regain public confidence and get the service back on track embracing these core principles would certainly be a good starting point. Hopefully a subject worthy of some civilised debate." I don't expect everyone to agree with me. That's sort of the point. Debate brings progress. #SCEPTRE | We made 47 arrests and recovered 47 knives during a national week tackling knife crime (13 - 19 May 2024). The week consisted of enforcement action, as well as school inputs, weapon sweeps, community engagement and test purchase operations at local shops. Superintendent Caroline Hemingway, who leads Op Venture, said, “This week of action is yet another example of how committed we are, alongside our partners, to tackling knife crime. It is a joint approach and cannot just be about enforcement, even though that is an important part of what we do. "With a project that focuses on lowering the gun violence rate in Ward 7, it will specifically impact this particular community. So here in Ward 7, I want my end to gun violence initiative to positively impact youth and families, as children and young adults are often very vulnerable to the effects of gun violence. Through my initiative, a safer community can be built for youth to grow up in. This generally affects all community residents, where everyone can enjoy peace of mind, and feel safe within Ward 7. In addition, my project will have an impact on our law enforcement and first responders, promoting better public safety strategies. But mostly, I want this project to build a community, that includes the victims and survivors of gun violence, providing resources to heal and rebuild their lives. Since gun violence is a relatively popular discussion around the country, I expect little to no pushback. However, some may feel threatened by my initiatives and work against my goals. Today, the Biden Administration’s Bipartisan Safer Communities Act, or the BSCA, is playing a key role in improving public safety in Nevada. The Bipartisan Safer Communities Act, enacted in June 2022, is the first major federal gun safety bill passed in nearly 30 years. It makes significant preventative investments in school and community safety, while actively saving lives by closing gun law loopholes and implementing new prevention policies. The BSCA also strengthens protections for survivors of domestic violence, creates more community-based violence intervention programs, and increases mental health funding for public schools. Nevada has already received close to $20 million to care for students experiencing mental health crises and substance abuse. A big chunk of these funds will go towards improving school safety measures such as new camera systems and afterschool programs to keep students off the streets. Nevada Representative Steven Horsford, who voted in favor of the BSCA, said that he “is proud that Nevada is swiftly acting to deliver these grants to our communities.” Due to the Biden-Harris administration, Nevada is leading the nation in school safety and student mental healthcare! Most law enforcement agencies now recognise the importance and potential of community policing, but for many the practical application of the concept remains elusive; Policing Insight’s Matthew Wood, CD, a Professor of Public Safety and former Toronto Police Service officer, looks at the key components, tools and behaviours needed to take community policing forward from theory to successful implementation. ❝Community policing is a topic shrouded in complexity and confusion… Even the definition of community policing remains a subject of ongoing debate, despite decades of conversation and application.❞ ❝Community policing today is not a simple, one-size-fits-all program; it is a broad strategy that manifests in various forms. In essence, it is an overarching philosophy that seeks to redefine the role of the police, and to transition from a sole focus of reacting to incidents to preventing them.❞ ❝Community policing necessitates profound organizational changes for it to truly be effective. This includes shifts in management structure, mindset and culture, human resources practices, and information sharing.❞ ❝In recent years, Canadian school boards in Toronto and Peel Region removed [school resource] officers over concerns related to discrimination, demonstrating that a baseline level of trust is required before implementing this tool.❞ ❝One study found that targeted foot patrols reduced crime rates only slightly, but lowered calls for service significantly – by as much as 40%.
