The ESFA have just released a new document for the expectations for providers on being selected for an ESFA Funding Assurance Reviews. Today, the ESFA released a comprehensive set of guidance documents aimed at further education providers, which encompasses FE Colleges, Higher Education Institutions, Independent Training Providers, and Employer Providers. The documentation covers: - Expectations for providers selected for an ESFA Funding Assurance Review. - Detailed steps to assist providers in gathering evidence. - Necessary controls and procedures to prevent non-compliance with funding rules. These documents are highly recommended as they provide answers to many common questions regarding the funding assurance review process. RSM's approach to delivering funding mirrors the approach outlined in these documents and allows providers to gain a detailed understanding of their level of compliance with the relevant funding rules and the potential for funding clawback. The new Government's Skills England body is raising obvious questions about the future of the CITB and our skills crisis. I have not softened my view that an ITB approach to developing industry skills is not fit for a modern economy - a view substantiated by our skills crisis showing no sign of reversal. Latest research shows that a growing majority of the industry are hoping that our tax levy for both apprenticeships and the CITB will be reviewed. We are not getting return on investment within our businesses. My advice to Government would be to uphold the review that has been ongoing regarding the future of the CITB, and use Skills England as a catalyst for change. My concern is that they will look at Construction and simply say 'we already have something in place, lets move on'. But if we want to see results, we need to demand measurable change. Measurable using the right metrics - not vanity metrics! According to the CITB's own figures we need 250,000 more people in our industry to deliver our pipeline. If an ITB cannot help us reach these numbers, they need to free up the levy so we can invest in our own businesses' efforts to lead change. #construction #skills #infrastructure

Really positive announcement for SMEs who support young apprentices - reducing red tape and allowing large employers to transfer up to 50% of their available levy 🙌 For #smebusiness in #primarycare and #socialcare our apprentice average age is mid-30s....simplifying the levy transfer process by allowing training providers to have enhanced permissions to reduce the no. of steps would also be helpful. SME managers are brilliant, but no one can be a master of all the digital systems they have to contend with on a daily basis, especially when delivering patient care prioritises everything else...they dont have the time or space to understand the DAS. Congrats Ben Rowland and the team for a fabulous AELP patrons dinner on Thursday. Very interested to hear from Seema Malhotra MP FRSA on Labour's thinking on skills. I was pleased to hear more about the need for a skills strategy that is linked to industrial strategy and what our economy needs. It was also good to hear that Labour recognise that skills is not just a matter for the Department for Education, as every department is facing huge skills challenges. It was also useful to hear the view that it is Governments job is to create pathways and opportunities so that the supply of skills is better matched to where demand is. This leads to some really interesting questions about how to make this happen. At Ufi VocTech Trust, in partnership with Learning and Work Institute we've been exploring the role that technology can play helping the UK ensure it has the skills it needs for the transitioning economy. https://lnkd.in/eWKhFTca The bottom line is we need to improve the UKs persistently low levels of lifelong learning. I've yet to be convinced of the need for another 'body', Skills England, in an already complex skills landscape. Is this the right vehicle to help us to #getadultslearning? As a starting point might we be better off thinking about how to simplify the system and in doing so free up resources for innovation, CPD, teaching and learning? Would love to know what you think.

Last month the Association of Colleges in the UK advocated for a future where the government places more trust in colleges, driving forward the delivery of priority skills that are crucial for economic and personal growth. Their vision includes a unified funding scheme for 16 to 18-year-olds, along with "demand-led" funding that addresses the lifelong learning needs of adult learners. While we support AoC's initiative and understand that the path to successful career progression is multifaceted, we also want to shed light on ways those gained skills can be recognised and used. We can educate students and prepare them with the skills to meet the demands of the job market, but they also require a way to recognise and use those skills. Paper certificates can be tampered with or lost. Let’s empower our students with a portable, secure, verifiable way for them to show and use their skills dynamically. This is a really useful and succinct summary of the aspects of the Kings Speech relating to FE. It will be interesting to see how this translates into practice and that devilish detail
No big surprises for FE and skills in the #KingsSpeech, but the direction of travel in the months to follow is now clear. The reform of the #apprenticeship #levy into a wider 'growth and skills levy' was nodded to, but the briefing document includes no detail on how this will be developed or implemented. Watch this space. However there's more meat on the bone in terms of the creation of Skills England. A 'Skills England Bill' will be brought to Parliament with the aim of bringing together 'businesses, providers, unions, Mayoral Combined Authorities (MCAs) and national government to ensure we have the highly trained workforce that England needs'. It will also aim to 'simplify and improve the skills system'; as many previous governments can testify, this is more easily said than done. The bill will pave the way for functions to be transferred from the IfATE (Institute for Apprenticeships and Technical Education) to Skills England. Its remit will include developing a 'single picture of national and local skills needs' in partnership with the Migration Advisory Committee, unions and the Industrial Strategy Council. Skills England will also consult on (and maintain a list of) levy-eligible training, and ensure this aligns with skills needs. It will also play the role of convening Combined Authorities and other key stakeholders 'to identify system issues and provide advice to Government'. What the briefing document makes clear is that the levy reform is going to take some time: Skills England will take the lead in administering the new levy, and it does not yet exist. There is also no mention of the plans for Technical Excellence Colleges - it will be interesting to see how quickly more details on these plans start to emerge. But one thing is plain to see: plenty of change is on the way in #furthereducation and #skills. LTE Group will be at the forefront of shaping this agenda.
