This morning, #quantum researchers, Fortune 500 companies, government officials, and The Bloch Tech Hub leadership came together at mHUB to discuss Phase 2 of the U.S. Economic Development Administration's Tech Hub program. Illinois governor JB Pritzker and Innovate Illinois, with support from the Chicago Quantum Exchange and strategic partners in the region, announced a multi-year plan for The Bloch Quantum Tech Hub to develop quantum technology solutions for pressing issues such as climate solutions, drug discovery, grid resilience, secure communications, and more by accelerating industry adoption to drive research commercialization. This ambitious initiative is projected to generate $60 billion in economic impact for the region over the next decade if funding is secured. Potentially good news for #lcrinnovation and wider UK R&D investment = government will adopt all 6 recommendations of the independent report into how to simplify and streamline the Department for Science, Innovation and Technology R&D business case and approvals process led by Lord Willets... These are: 1. 5 stage process to remain but business cases capped at 12 pages (these can run to 100s of pages currently) 2. over-arching business cases for an entire strategy or programme, and "commitment to spend" decisions for individual subordinate projects (as opposed to a BC for each project). 3. significant increase in delegated authority limits at all levels (= both DSIT and arms length programme bodies). 4. DSIT and HMT to review Green Book references to science and technology and produce supplementary guidance for S&T business cases. 5. where, possible OBCs should be prepared in advance of the Comprehensive Spending Review as an input to it. 6. implementation of these proposals to also involve the National Audit Office and Cabinet Office, as well as the Treasury. Have a read - it's only 24 pages 😎 So very encouraging overall (for places/bodies that have strategic case-making expertise and capacity), however the key thing not yet clear is timescale for implementing these measures...

The vital process of improving how government works in my view gets too little attention compared to the political ‘noise’ and personalities. One such is the excellent review the Department for Science, Innovation and Technology asked Lord Willetts to conduct on how the business case process could better support science & tech investments. We have accepted its recommendations in full. Making it easier for projects to get off the ground is key to discoveries that benefit our lives & we're working to implement all six recommendations.

🔬 Led by the Chicago Quantum Exchange, #quantum leaders across Chicago came together today at mHUB to announce a multi-year plan for The Bloch Quantum Tech Hub to develop quantum technology solutions. The Bloch, a one-of-a-kind #Chicagoland consortium, includes Fortune 500 companies, quantum startups, universities, government leaders, and economic development nonprofits. If awarded federal funding, The Bloch is expected to create 30,000 quantum jobs, train 50,000 workers, and support 200 quantum companies by 2035 in the Chicagoland region! Israel is a 🌍 leader in the development of quantum technologies, spearheaded by the National Quantum Initiative, created to consolidate and propel Israel’s quantum goals. Israel’s quantum sector has already sprouted quantum companies like Quantum Machines HEQA Security (Formerly QuantLR), Classiq Technologies, and Quantum Source that are spearheading cutting-edge advancements in #quantumtechnology. With collaboration from the Israel Innovation Authority, Tel Aviv University, Technion - Israel Institute of Technology, The Hebrew University of Jerusalem, and many others, there is huge potential for this #ILILpartnership! 🙌
