In 1995, military veteran Timothy McVeigh shocked Americans’ collective conscience by conducting what was, at the time, the largest terror attack on US soil. He murdered 168 people in Oklahoma City at the Alfred P. Murrah Federal Building and injured hundreds more. Many of his victims were children whose parents had entrusted them to a daycare center inside the building that otherwise housed federal agents and other government offices. One of the many elements that stood out to both the general public and to law enforcement about this terrorism was McVeigh’s use of a Ryder truck to transport and park a homemade fertilizer bomb close enough to the building to ensure its destruction. There is something frightening about terrorists strategically using an otherwise-benign tool to intentionally inflict harm, about the idea that a weapon of such potential harm could be concealed inside something so common as a moving truck–something most Americans may use many times throughout their lives. The Batch 2 OPVs are such amazing value for money, maintaining our presence and protecting our interests in the Caribbean, South Pacific, Gulf of Guinea, Indian Ocean and South Atlantic. If, as is reported, the Defence Review is likely to double down on the Euro-Atlantic at the expense of our global interest, I hope the OPVs at least are left exactly where they are. From countering drug smuggling, piracy and illegal fishing to defence diplomacy, humanitarian and disaster relief, capacity building with partner navies and even joining warfighting multi-national exercises that are too distant and niche to justify sending a frigate and destroyer, these ships do it all, the sailors onboard are having the time of their lives, and they cost, relatively speaking, hardly anything. Who would take on this risk? Enter centuries-old Lloyd’s of London, one of the world’s most famous insurance markets with roots in marine liability.It was Lloyd’s who, in 1799, insured the HMS Lutine on a cargo transport from London to the German city of Hamburg. On October 9, 1799, sailing at full mast and with glistening bullion in tow, the ship foundered in a heavy north-westerly gale between the Terschelling and Vlieland islands off the Dutch coast. It splintered and sank. Over $1.4 million in gold and silver bars and Spanish doubloons, equivalent to roughly $150 million today, was lost. All but one of the 240-strong crew perished in the breaking seas. Rumors even swirled that the Dutch crown jewels, en route from repair in London, were secretly stowed beneath the stern. While a massive hit to Lloyd’s financially, the insurer settled the staggering capital loss promptly and in full, just two weeks after the disaster. In so doing, it bought the rights to the ship and its cargo, should any ever be recovered. For centuries, folks have been trying to do just that. On July 17, 1858, the ship’s bell was recovered from the wreckage and found its way to Lloyd’s, becoming a symbol of the insurer’s resolute commitment. 🇺🇸 I just watched the most incredible episode of the Shawn Ryan Show featuring Navy Captain Bradley Geary. 🇺🇸 Captain Brad Geary has served our nation with honor for 24 years in the Naval Special Warfare community. His illustrious career includes pivotal roles in SEAL Delivery Vehicle Team Two, SEAL Team Four, and the Naval Special Warfare Tactical Development, Evaluation Squadron Three, and the SEAL Delivery Vehicle Team One Commanding Officer. There are many incredible insights throughout this episode. What truly captivated me was Captain Geary's attorney's powerful statement: "When all the key facts emerge, the Navy's improper actions will be exposed -- and it will be undeniable that Capt. Stormy and Barret are at the forefront of envisioning the employment of amphibious based forces in the European Theater and in support of NATO’s Regional Plans. Their attached article is worth a read. Opportunity exists for the early and effective employment of forces to contribute to deterrence and then defense integrated into overarching sea control-sea denial objectives. Just as in the air, cyclical pulsing activities will be vital for maintaining maritime connectivity for Alliance members. Amphibious forces have a key role in today’s world, especially early in crisis. However, given force size and adversary Anti-Access capabilities, being a Theater Reserve is likely NOT the best way to leverage their unique capabilities. Regardless of proper focus on the Indo-Pacific, the USMC needs to continue to be a key player in amphibious operational design in support of European stability.
