Air Force Moving Fast to Put New Information Dominance Systems Center at Hanscom Nov. 18, 2024 | By Greg Hadley Hanscom Air Force Base, Mass., is the likely home for the Air Force’s new Information Dominance Systems Center, which will be responsible for procuring battle management systems, cyber and electronic weapons, and more.  The Air Force identified Hanscom as the sole candidate location to host the new center on Nov. 15, and a final basing decision is expected before the end of the year. Around 136 positions are expected to come with the center, which was first announced in February as part of the Department of the Air Force’s “re-optimization” for Great Power Competition. In a first, the Headquarters Integrated Defence Staff (HQ IDS) is organising a Combined Operational Review and Evaluation (CORE) Programme for senior officers of Tri-Services at USI, New Delhi from September 09 to 13, 2024. The five-day development cum orientation programme, has been designed for Major General and equivalent officers from the three services, along with officers from the Ministry of Defence, Ministry of External Affairs, and Ministry of Home Affairs. The Combined Operational Review and Orientation (CORE) programme has been conceptualized to prepare senior officers of the Indian Armed Forces for future leadership roles, by developing skills in strategic planning, duly anticipating, and preparing for future threats, challenges and conflicts. The effective conduct of future wars will hinge on three vital elements: military leaders, combatants (man–machine interface) and support staff. The Indian Armed Forces are taking dynamic steps towards modernisation, both in concepts and inventory. It is, therefore, imperative for future senior military leaders to stay abreast with changing geo-political dynamics and futuristic combat scenarios augmented by disruptive technologies and advancements to take comprehensive decisions. The CORE programme aims to foster jointness and integration and enhance cooperation and coordination among different services to create a detailed understanding of the operational environment. The programme will comprise panel discussions and lectures by 30 eminent speakers and subject matter experts from varied fields, curated around a unique different theme on each day. The Air Force Materiel Command Strategic Plan, released early 2023, identified four key lines of effort supported by cross-cutting attributes of speed, strength, endurance, balance, flexibility and coordination. The U.S. Army continues its charge to implement modern electronic warfare capabilities. A provision in the House National Defense Authorization Act (NDAA), the bill which funds the US Department of Defense and has a hand in setting its priorities, would have the Army set up an Electronic Warfare Center of Excellence. This CoE would be responsible for training and doctrine development for electronic warfare going forward. This establishment would remove those responsibilities from the Cyber Center of Excellence where they currently reside. There's still a long way to go with the current NDAA, but giving electronic warfare co-equal visibility and priority with cyber warfare is recognition by the Army of the importance of EW in future conflicts. Huge changes coming to the Department of the Air Force (both Air Force and Space Force). During my early years in uniform in the early 2000's, I remember hearing folks talk about the profound organizational changes implemented by CSAF General McPeak, eliminating SAC, TAC and MAC in 1991. It was seen at the time as the biggest organizational change since the 1947 birth of an independent Air Force, and it was. This is bigger. McPeak's reorganization just shifted around which types of capabilities were grouped together, but the organizing principles of the Air Force remained the same in 1991 as in 1947, and persist today. The changes announced by SecAF today will fundamentally change how the DAF conceives and develops the future force, separating that responsibility from the commanders responsible to make ready and operate today's force. One last thing... we're bringing back Warrant Officers for IT and Cyber.

The Devil will absolutely be in the details, but having a Major Command dedicated to cyber/ISR/Info Warfare is a long needed step by the USAF in my opinion. The USAF isn't giving details, so it isn't clear if the new MAJCOM will have just cyber and Air Combat Command will retain ISR and info warfare or if it will encorporate all three. Location for the new HQ will be a massive fight also. 16th AF is in San Antonio, but should the MAJCOM move there? The Army have always had their key cyber organizations based in the National Capital Region. Should the Air Force do the same? Thoughts anyone? #usairforce
