You never really know what is underground until you dig it up! This is a prime example of why the buffer zone for utility locating is there. The utility is at least 4" away from the tracer wire. In case you didn't know, The buffer zone is 18" On both sides of the mark including the width of the pipe. If possible, always expose the utility on your job site. The utility locator may get a good signal where the tracer wire is, but there does not mean that the utility will be right on top of the tracer wire.
