Its Wayback Wednesday ! Did you know that in one most affluent suburbs on Sydney's northern beaches lies a former Naval torpedo testing facility ?    The Pittwater Annexe of HMAS Penguin is a quiet reminder of a time of war and the requirements of the nation's defence. The torpedo testing station was constructed in 1942 at Taylors Point, providing a clear line of fire for torpedoes straight up Pittwater to Lion Island. The station consisted of a workshop on the shore, a 213m-long wharf with railway line, a four-storey firing point building, and three pontoons spaced 1000m apart in a line heading north up Pittwater.    For much of its 40-year-use, test firings (all 5,059 of them!) were conducted using Mk 9 torpedoes, each weighing around 8t and capable of travelling 45 knots. Apart from testing torpedoes, the station became increasingly used for clearance diving training and, after the last torpedo had been fired in 1983, the complex was redeveloped as a diver training school. Each year on May 22nd, National Maritime Day recognizes the launch of the maritime industry in the United States. The celebration also honors America’s Merchant Marines for their contributions and sacrifices for our country. Special acknowledgment is given to ships and seafarers that have held a prominent place in our nation’s history. As one of the oldest industries, its time-honored traditions compose a full and rich history. Celebrations and ceremonies around the country recognize the people our maritime nation depends on. Each year the Department of Transportation holds a national ceremony in Washington D.C. at the Department of Transportation headquarters. While the holiday commemorates a transatlantic event, U.S. maritime industry encompasses nearly every state in the nation with workers transporting vessels on lakes, rivers, and oceans. Employment opportunities aren't limited to shipyards either. The rest of the world refers to Australia as ‘down under’ because we’re tucked away down under between south east Asia and Antarctica. Australia is “out of the way.”  And which explains why European settlement occurred later here than elsewhere.  North America was ‘discovered’ by Columbus in the late 1400s. But apart from the tantalising prospect of a possibly Portuguese mahogany ship foundering on the beach east of Port Fairy at around this time it wasn’t until the early 1600s that Europeans set foot on Australian soil. Australia was always going to be ‘discovered’ by Europeans after the Americas, but only by the most powerful seafaring nations. Australia relied on Britian for defence in WWII when it was naively thought a garrison at Singapore would be sufficient to dissuade an aggressor. After the war we widened our alliances to include America via the ANZUS agreement. However I can’t help but think that there are some who might be peeved by the fact that Australia is the only nation to claim the resources of an entire continent.  The peeved might point out that the Australians also claim a chunk of the continent of Antarctica. And so now more than 230 years on from European settlement Australia must deliver defence planning that suits the times.  Australia should punch above its weight in naval capabilities including in ship-building, engineering and training to deliver the assets and the skilled labour needed to assure sea lanes, to patrol sovereign waters. The navy was and I suspect will always be the mainstay of Australian security given the extent of our interests and exposure. An alliance with America and the UK via AUKUS does appear to provide the security capability we may need in the decades ahead.  Indeed, this is precisely the kind of capability you would expect from a remote continent that was and shall ever remain girt by sea. Royal New Zealand Navy Rescues Sailors in Storms. The morale of the Royal New Zealand Navy can understandably be expected to be at low following the loss of the HMNZS MANAWANUI off Samoa. Regardless of the circumstances that lead to the sinking on the reef, there has been incredible service from the many many dedicated men and women of the Royal NZ Navy who have and will continue to serve. Things that go wrong get more attention than things that go right. No the MANAWANUI shouldn't have grounded, it did, what happens next matters MORE. There will be investigations. I expect findings will be that it wasn't a "single" decision that caused this. Likely it was a series of decisions over weeks or months, some made above the vessels Leadership, and before the deployment, that were a multi piece contribution to this sinking. If this is the case, we refer to this in Risk Management and Risk Assessment as the "Swiss Cheese Model". Where no single decision, action, tactic on its own cause a "failure", in this case "sinking" but when multiple issues combine, bad outcomes become more likely, or in some cases inevitable. Sometimes we can work to place the right person/people/team into the right place, at the right time. People with planning, preparation and a willingness to go into harms way defines people who serve. There are some incredibly talented and dedicated sailors, soldiers, and air force pilots, ground crew, and their support staff who do their best to run their military capabilities to the best they can as individuals and more importantly team members with the resources they have. Please do not judge them on the grounding of MANAWANUI.
