GFA of Residential Care Homes for Elderly Premises (#RCHE) could be exempted for new developments under the modified Incentive Scheme to encourage Provision of RCHE launched in Jun 2023. The GFA concession is subject to a cap of abt 129,000 sqft or 10% permissible GFA under lease, whichever is the greater. A #S16 town planning application was noted recently for a medium-size site in Yuen Long Town Centre. The land lease is for unrestricted uses apart from industrial purposes. The land lies within an area zoned for R(A), which restricts commercial uses for the lowest 3 floors usually. Max plot ratio should be abt 6.2 for a normal composite development. With the benefit of the Incentive Scheme, the owner is now proposing a 7-level RCHE(s) within the new development, and the plot ratio will be 12.12, including the RCHE, if approved. Well done to Anthony Okereke and team at Royal Borough of Greenwich for bringing this enforcement! Well said, ‘’We will not standby and allow poor quality and unlawful development anywhere in our borough and we are not afraid of taking difficult decisions when we believe it’s the right thing to do.” A lot more councils and contracting authorities need to start taking this hand stance. Developers, contractors and their supply chain must be held to account. I am not sure how the site was procured but this enforcement has implications for procurement also. How do councils and contracting authorities protect the integrity of what is procured vs what is delivered? Often we see the procured schemes doesn’t resemble the delivered development. People, their livelihoods, health and wellbeing all depend on quality and sustainable homes and places and developments. The Housing Delivery Authority (HDA) has launched, offering a new SSD pathway for major residential developments and rezonings. Starting January 8, 2025, applicants can submit Expressions of Interest (EOI) for projects valued over $60M in Greater Sydney and $30M in regional NSW. The EOI criteria is based around the following objectives: 1. Identify high-yield housing proposals by focusing on known high-yield types of residential accommodation. 2. Identify housing projects that can be assessed and constructed quickly by focusing on more compliant, major residential proposals that can commence construction quickly. 3. Drive quality and affordable housing by focusing on housing development proposals that are well-located, have enabling infrastructure and contribute to affordable housing supply. 4. Compliment the State Significant Rezoning Policy by providing a potential pathway for major residential proposals that are seeking concurrent rezoning (spot rezoning). The EOI process will be open throughout the Housing Accord period to June 2029 and EOIs will be reviewed monthly, meaning there will be multiple opportunities to submit proposals for major residential developments to the HDA each year. The HDA will sit within the NSW Department of Planning, Housing and Infrastructure.
