Today in Asia Times, I wrote about the formation of the People’s Liberation Army-Information Support Force (PLA-ISF) in China, representing a strategic shift in military focus from traditional forces towards more specialized areas critical to modern warfare. This new unit, evolving from the former PLA-Strategic Support Force (PLA-SSF), integrates advanced technologies like AI, quantum computing, and more into China’s military operations against the US and its allies. President Xi Jinping emphasized that the rebranded force will enhance the PLA's capabilities and effectiveness in contemporary combat scenarios, underscoring a shift from "informationized wars" to "intelligentized warfare." In my analysis, the creation of the PLA-ISF indicates China's continued emphasis on integrating technology with military strategy, reflecting a broader trend of modernizing military operations through high-tech advancements. This move aligns with China's 2015 Military Strategy and the 2019 National Defense white paper, highlighting the importance of information in achieving dominance in future conflicts. The strategic rebranding also addresses organizational inefficiencies by centralizing information support, previously dispersed across various branches, thus enhancing operational coherence and effectiveness in multi-domain warfare.

Persistent Domain Awareness for the Homeland always suggested a high-altitude sensing (and effect-enabling) solution. We've collectively come a long way in the last 30 years in Homeland Defense from only surveilling outward from our shores which failed on 911, to leveraging existing but imperfect sensors inside our shores. We (still) need flexible, cost-effective Domain Awareness available to support commanders' decision-making in time to defend the Homeland.....against a single threat, and many threats. Lets get some traction on this approach!

Are we too lethargic in anticipating major changes in warfare technologies? One cannot prepare for what one hesitates to anticipate, and it will hurt… Yesterday, at the HAAC conference in Tysons Corner, VA, I presented a talk titled “Ground Warfare in 2050: How it Looked in 2017”. It was a retrospective study of military-technological forecasts I made in 2017 and published in 2018 (see https://lnkd.in/dMvTSrca) The key question I explored in this talk: observing the current Russo-Ukrainian war, the largest modern war since WW2, can we assess whether we are any good at forecasting the future of military technology? Reviewing the forecasts I made in 2017, and comparing them to what we can observe in the Russo-Ukrainian war, I argued that a large fraction of predictions about military technologies of 2050 made in 2017 have already materialized, mainly in the Russo-Ukrainian war. Many other predictions appear on their way to realization, exhibiting both military necessity and technological feasibility Overall, the fraction of predictions that would come true by 2050 is likely to be very high (such as in https://lnkd.in/dE54JgEm ) Predictions are materializing faster than expected, likely due to a large war among technologically modern nations – Russia and Ukraine; unlike the predictions of the 1990s-to-2020 relatively peaceful period.
