Maritime lien & maritime claim In the case of Al-Sayar Navigation Co vs. Delta International Traders Ltd and others, 34 DLR 1982 (AD) 111-the appellate division of BD held that Maritime lien is different from maritime claim. All maritime liens are maritime claims but all maritime claims are not maritime liens. Only certain types of maritime claims give rise to the maritime liens. The IMO's Navigation, Communications and Search and Rescue Sub-Committee is where all matters related to navigation and communication, search and rescue and the Global Maritime Distress and Safety System are discussed. Key outcomes from NCSR 11 were: Draft amendments to SOLAS regulation V/23 and associated instruments to improve the safety of pilot transfer arrangements. NCSR 11 agreed to amend SOLAS V/23 and develop a separate mandatory instrument which will include the fundamental provisions for design, installation, inspection, maintenance and rigging of pilot transfer arrangements. NCSR 11 continued work on amending SOLAS V/19.2.4 to introduce a VHF data exchange system (VDES) in lieu of AIS or as an additional carriage requirement. Finalisation of the draft MSC resolution on digital navigational data system (NAVDAT) performance standards and the revision of MSC.509(105) on GMDSS radio services. Agreement on the proposed amendments to MSC.1/Circ.1460/Rev.4 concerning the carriage of VHF communication equipment, which clarifies that mandatory VHF/DSC equipment should comply with the ITU requirements at the time of implementation.
