Perhaps we should take into consideration what we learned from pop ups and temporary use of the public ROW before and during the Covid period of despondency to dine outdoors and transform some of the good ideas that evolved into a series of flexibly standards. Perhaps such as these can be employed on a year-round permitable basis. If we can write ordinances for a community planning long-term, surely we can figure it out.
