Greetings. I am Shigeru Arisumi from the Financial Services Agency of Japan. I am also the IAIS Executive Committee Chair. Today, I would like to share with you the importance of a global insurance capital standard or ICS, and the benefits it will hold for the insurance ecosystem. To understand the role and significance of the ICS, we first must understand its foundation, namely the Common Framework for the Supervisions of Internationally Active Insurance Groups, also known as ComFrame. This comprehensive framework builds upon the IAIS Insurance Insurance Core Principles, or ICPs. Which serve as the global standard for insurance sector supervision. ComFrame establishes supervisory standards and guidance that focus on effective group-wide supervision of internationally active insurance groups, or IAIGs. It provides both qualitative and with the ICS quantitative supervisory minimum requirements tailored to the international activity and size of IAIGs. To use the terminology of Pillars I, II and III, commonly used in the financial services regulatory community, the ICS establishes the Pillar I requirements, which are quantitative requirements. The ICPs and ComFrame constitute pillar II and III requirements, including governance, risk management, supervisory reporting and disclosures. The three pillars together form the foundation of effective supervision. The ICS provides a globally comparable risk based measure of capital adequacy specifically tailored for IAIGs. Using the IAIS language, the ICS serves as a groupwide prescribed capital requirement (PCR) for IAIS, which is a solvency control level above which the supervisor does not intervene on capital adequacy grounds. Of course, as the ICS is designed as a minimum standard, national supervisory authorities may elect to take a more prudent approach and set up PCR that is higher than the ICS PCR The IAIS developed the ICS to create a common language for supervisory discussions on group solvency for IAIGs and foster global convergence amongst group capital. standards. By implementing the ICS, we unlock numerous benefits for the entire insurance ecosystem. For the industry, supervisors and policyholders. Firstly, the ICS will significantly reduce the proliferation of multiple overlapping local practices in risk measurement. The ICS provides a globally recognized and accepted standard that promotes greater consistency and comparability in assessing the capital adequacy of insurance groups. This harmonization will reduce regulatory complexity and enhance operational efficiency. Secondly, the ICS will facilitate enhanced supervisory cooperation amongst regulatory and supervisory authorities. Home and host supervisors will be able to assess group solvency using a common language and metrics. Finally, the ICS will contribute significantly to the stability of insurance markets globally. In summary, by adopting and implementing the ICS, we will establish a robust global standard that supports a more resilient global insurance sector to better serve and protect policyholders around the world.
