As even Google admits, they don't care about the OS... So what do they care about - price and size. I would love them to care about the quality of the screen, by hey ho... What they care about if it is not there - the apps for their favourite streaming providers. Also what they don't care about until they are desperate - the 'free content' on the TV from the low quality FAST services. What they care about after a while - how bad the UI is, and how bad the search is. Also suddenly they notice - the update that includes that 'improved home screen monetisation', which they will care about as it paints the UI in so many ads that they are driven to an operator device to get usability. Content is important and you do not want to annoy the viewer.

A battle for the living room is playing out, with several players working to build smart TV operating systems that aim to enhance the user experience while also presenting new business and revenue opportunities, namely though data and advertising. But while established players including Roku, Vizio, tech giants Google and Amazon, and electronics makers Samsung and LG, as well as newer entrants like Xumo, Xperi’s TiVo and VIDAA are building software systems to cater to both viewer and advertiser needs – the question arises, do consumers care? https://lnkd.in/eN-XbHSc

It took me a few paragraphs to realize the "they" in your first line referred to consumers, not to Google, because I didn't start from the link preview.
