Applications for the five new challenges will close at 12:00 UTC on Friday, August 9, 2024. High Altitude Platform Station (HAPS) Funding Advance: I first saw AALTO HAPS at #MWC2023 and was impressed with its Zephyr platform's potential as a communications resilience option when base station infrastructure is wiped out. Combining solar-powered stratosphere flight with a bent-pipe communications payload, the HAPS platform can restore cellular communications after a disaster. Beyond Public Protection and Disaster Relief (PPDR), HAPS can address challenges in the military, agriculture, and border protection domains. The long-duration flight (two months!) combined with flexible positioning opens up opportunities for boosting resilience while securing valuable earth observation capabilities. ▪ The development of LEO #satellite megaconstellations fits into China's geopolitically driven and state-led push to achieve global technological leadership. ▪ Economist Intelligence: EIU believes the first and foremost motivation is national security; Chinese leaders see space as a major arena of strategic competition. The second motivation, which carries less urgency, is economic (space technology is one of the officially designated "industries of the future"). ▪ A realistic prospect is that #China will operate megaconstellations with state funding and a modest degree of commercialization after five or six years of deployment - a move that fits naturally into China’s “digital silk road”, a part of the Belt and Road Initiative aimed at expanding digital technologies and challenging Western influence in developing countries. #space

While these strategies aim to ensure states' autonomy, sovereignty, and resilience, they also involve the establishment of new cooperation between allies and with public and private partners capable of fostering indispensable innovation in this highly sensitive environment. 👉 𝐒𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐢𝐧𝐠 𝐚𝐧𝐝 𝐢𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐢𝐧𝐠 𝐭𝐡𝐞𝐬𝐞 𝐬𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐜𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧 𝐧𝐞𝐭𝐰𝐨𝐫𝐤𝐬 𝐚𝐫𝐞 𝐧𝐨𝐰 𝐚𝐧 𝐚𝐛𝐬𝐨𝐥𝐮𝐭𝐞 𝐩𝐫𝐢𝐨𝐫𝐢𝐭𝐲. Drawing on the example of France, the NSDC has already begun its transformation, establishing institutional partnerships with public and private entities, both domestic and international. These collaborations facilitate engagement in various forms of exchanges, data sharing, services, and information dissemination. 🚦 We are convinced that 𝐭𝐡𝐞𝐬𝐞 𝐚𝐥𝐥𝐢𝐚𝐧𝐜𝐞𝐬 𝐦𝐮𝐬𝐭 𝐢𝐧𝐜𝐥𝐮𝐝𝐞 𝐚 𝐦𝐚𝐬𝐬𝐢𝐯𝐞 𝐮𝐬𝐞 𝐨𝐟 𝐨𝐩𝐞𝐧 𝐢𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐜𝐨𝐨𝐩𝐞𝐭𝐢𝐭𝐢𝐨𝐧 to combine the structural strength of large corporations with the agility of startups. Space as a domain of economic and security competition between great powers has risen to become an arena of active statecraft for middle powers in the twenty-first century. In this paper for Business and Politics Journal Kun-Chin Lin, William Matthews, and the Adarga Research Institute’s Sam Olsen explore the challenges that Taiwan and Thailand face as they look to develop their domestic space industries and penetrate a market that is projected to be worth $1.1 trillion in 2040. My latest academic paper, co-written with the brilliant Kun-Chin Lin of Johns Hopkins and William Matthews, now at Chatham House, all about the issues around middle power space-linked industrial policy, especially for #Taiwan and #Thailand. With the importance of #space increasing each week, especially with Great Power relations in mind, we hope this paper makes a useful contribution to the debate.
