Ohio's EdChoice-Expansion sparks a surge in private school scholarships, but the catch? Most recipients never attended public schools, challenging the "public school exodus" narrative.   Over the past decade, Puerto Rico has experienced a notable decline in public school enrollment, with a significant shift toward private and parochial schools. Between 2012 and 2020, public school enrollment decreased by approximately 35.4%, from 452,740 to 292,518 students. Intelligent Economics During this period, the proportion of students attending private schools increased from 25.4% to 29.1%. In the 2023–2024 academic year, about 96,472 students were enrolled in special education programs across Puerto Rico. However, specific data distinguishing the number of special education students between public, private, and parochial schools is not readily available.

While the charter sector has consistently grown since the early 2000s, charters have consistently spent less per pupil than TPS. They also receive less revenue per pupil. The National Student Clearinghouse released a report today examining immediate (first-fall) college enrollment for the high school graduating class of 2023, persistence for the class of 2021, and completion for the class of 2017. The data is disaggregated by high school income levels, minority representation, and geographic locale. The report highlights ongoing disparities in enrollment and graduation rates among rural, urban, and suburban high schools, as well as between schools with high and low minority populations. Given the persistent gaps in these enrollment trends, we should consider case studies of successful town-gown relationships that have helped address these disparities, such as those between Ball State University and the Muncie community.
