Members of the International Civil Aviation Organization Public Key Directory (#PKD) community briefed the ICAO #Council on developments in the programme yesterday. In particular, extensive updates were provided on the initiative to expand possibilities for usage of data from the PKD by authorized entities from the private sector. The indications and strategic directions provided will allow continued evolution of the initiative that is intended to better facilitate #seamlesstravel and global connectivity based on cross-party collaboration. The stage is set for continued underpinning of trust in different electronic and digital credentials in a variety of use cases moving forward. From November 25 to 28, Lima, Peru, hosted the Twenty-Second Focal Points Coordination Meeting (RCPF/22) of the Regional Safety Oversight Cooperation System (SRVSOP), a key technical forum to advance regional cooperation on safety. 13 delegates from 10 member States participated, with 1 AIRBUS and 1 BOEING observers, who discussed high-impact technical and strategic topics. The agenda included presentations by Industry representatives (ALTA, LATAM and NAABOL), a review of the progress of the SRVSOP Strategic Plan, an analysis of activities carried out in 2024, the evaluation of the SRVSOP’s work by its member States, and the work planning of activities for 2025, with an emphasis on adopting a new format for the work plan. Additionally, 8 working tables were held to address strategic projects such as regional self-assessment, human resources management, and training strategies. The industry also played an important role by presenting opportunities for improvement and best practices, focusing on practical operational aspects thus strengthening collaboration between regulators and operators. We regret to inform you that the South African Civil Aviation Authority SACAA has yet to publish the consolidated Aeronautical Information Publications (AIPs) that are set to take effect on 15 January 2025. (16/01/2025 at 09h00Z) This delay potentially represents a non-compliance with internationally mandated standards set forth by the International Civil Aviation Organization (ICAO). Under ICAO’s Annex 15 – Aeronautical Information Services and PANS-AIM (Procedures for Air Navigation Services – Aeronautical Information Management), all member states are required to publish AIP updates in a timely manner. These publications must adhere to the AIRAC (Aeronautical Information Regulation and Control) cycle, ensuring that stakeholders receive at least 28 days' notice prior to the effective date of routine updates. Failure to meet these obligations not only violates ICAO standards but also undermines the safety, efficiency, and reliability of aviation operations in South Africa. The SACAA, as a signatory to the Chicago Convention and is legally bound to adhere to ICAO’s standards and recommended practices. Specifically, Articles 28 and 37 of the Convention emphasize the obligation to provide accurate and timely aeronautical information to ensure the safe and orderly development of international aviation. We urge the SACAA to respond to our messages and address this delay immediately and provide transparency regarding the status of the January 2025 AIPs. ICAO SAM The ICAO SAM Regional Office, in collaboration with the SRVSOP, recently completed an extensive technical assistance initiative in the Republic of Paraguay. This initiative took place from April 1st to April 12th, 2024, as part of the ongoing endeavors outlined in the Continuous Improvement Program for the Strengthening of Civil Aviation Systems across SAM States. During both virtual and on-site phases of the technical assistance, a thorough assessment was conducted across various organizational and technical aspects of Paraguay's aviation system. This assessment will serve as the basis for crafting targeted recommendations for each area, complemented by the development of detailed action plans. These recommendations will serve as a roadmap for future actions undertaken by specialized personnel within Paraguay's aviation authorities. The SAM Office remains committed to providing ongoing support in implementing these recommendations, ensuring continuous enhancement of Paraguay's civil aviation system. The technical assistance deployed to Paraguay aligns with Conclusion of the Director General’s meeting RAAC 17/02 – Approval of the continuous improvement program for the strengthening of civil aviation systems in the SAM States. With the approval of this conclusion, the States committed to strengthening their civil aviation systems and achieving the targets established in the SAM region safety plan (SAMSP); National aviation safety plans (NASPs); Regional air navigation plan Vol. III and National air navigation plans of the SAM States with which the implementation of the basic constituent elements (BBBs) is intended to be achieved. #SAM #NASP #SAMSP #Paraguay #SRVSOP

Dedicated to strengthening cooperation and coordination between ICAO and LACAC to bolster aviation security and facilitation throughout the Americas. 🔍📝 With objectives aimed at promoting adherence to Annexes 9 and 17 of the Chicago Convention, devising supportive recommendations, and aligning actions across the NACC and SAM regions, this group is poised to make significant strides in enhancing aviation practices. 🤝🌎 Membership encompasses all states and territories of the regions, with observer status extended to relevant international entities, ensuring broad participation and diverse perspectives. 🛠️💼 Operating with a focus on consensus-building, the AVSEC/FAL/RG/12 will leverage task forces to address specific issues, maintaining transparency through a Procedures Manual and a robust Work Programme. 📦 Following the recent Air Cargo Workshop held on Monday 6th and Tuesday 7th, where critical topics were discussed, emphasizing the vital role of air cargo transportation in global connectivity, especially highlighted amid the COVID-19 pandemic, the resilience of the SAM region's aviation sector was underscored. A Collaborative Approach to Air Traffic Management As air traffic grows and becomes more complex, collaboration among international agencies is more crucial than ever. The work being done in the NAM/CAR regions with the ICAO NACC office and Free Route Airspace is a prime example of how partnerships can unlock efficiencies and enhance safety. I’m proud to be part of a team that is leading these efforts. Currently, my work focuses on regional collaboration, implementing Free Route Airspace in the NAM/CAR and SAM regions, PBN (Performance-Based Navigation) implementation, and improving Search and Rescue (SAR) capabilities. IFATCA at ICAO Ms Cheryl YenChun Chen, EVP ASP attended the Regional Aviation Safety Monitoring Advisory Group meeting at ICAO APAC office, Bangkok August 19th- 22nd. Several regional aviation safety Hot Spots were monitored and mitigations discussed. With the hard work of ATCs of the region, the overall aviation safety risk is below alerting level. However, the coordination errors between ATCs from different FIRs due to human factors remain the largest contributing factors to these safety hot spots. As the implementation of supportive communication and surveillance equipment has shown significant improvements of these coordination errors, IFATCA has urged ICAO APAC member states to prioritize the implementation of these supportive techniques such as AIDC and Space ADS-B surveillance system to better assist the work of ATCOs and improve the safety of the airspace. https://lnkd.in/d7g9Bfeg International Civil Aviation Organization https://lnkd.in/d_FkkhPA

ED Decision 2025/001/R - Regular update of the air operations rules — ICAO alignment This Decision improves the alignment between the EU air operations regulatory framework and the relevant International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs) and Documents related to the ICAO Universal Safety Oversight Audit Programme (USOAP), by introducing non-controversial amendments to the acceptable means of compliance and guidance material to Commission Regulation (EU) No 965/2012. The objective is to facilitate the effective implementation of the ICAO SARPs by the European Union Aviation Safety Agency (EASA) and the EU Member States in the area of air operations. The regulatory material is expected to maintain, and in some cases enhance, the level of safety and to provide benefits in terms of efficiency, with a very low economic impact and no environmental or social impact.
