India’s Urban Transport Struggles Demand Urgent Reform: Challenges of Fragmented Governance and Overwhelming Vehicle Growth India's urban transport system faces significant challenges due to rapid population growth and increased use of personal vehicles, which has strained infrastructure. The current governance framework is fragmented, with multiple agencies handling various aspects of urban mobility, leading to inefficiencies and lack of coordination. Effective urban transport reforms must address these gaps through a multi-level approach involving national, state, and city-level interventions. At the national level, there is a need for clearer vision and better funding allocation to support state and city initiatives. While programs like the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) have made progress, they have fallen short of meeting the demands for sustainable mobility infrastructure. City-level reforms are equally crucial, requiring the establishment of cohesive institutions like Unified Metropolitan Transport Authorities (UMTAs) to oversee project implementation. Cities like Chennai and Pune have adopted progressive policies prioritizing walking, cycling, and public transport, setting benchmarks for others to follow. State governments also play a critical role by offering financial support, as seen in Karnataka and Maharashtra, where state-level funds have been used to boost public transport and non-motorized transport initiatives.
