Today, on the UN International Day for Solidarity with the Palestinian People, it is fitting to highlight some of the key findings of the UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, Irene Khan. In her recent report “Global threats to freedom of expression arising from the conflict in Gaza”, Khan examines the war’s impact on freedom of expression globally and how it has led to “an extensive pattern of unlawful, discriminatory and disproportionate restrictions on advocacy for the rights of Palestinian people”. This, according to Khan, has unleashed “a global crisis of freedom of expression” in which Palestinian voices are suppressed in a discriminatory and disproportionate manner. In her report, the Special Rapporteur calls on states, social media companies and other private actors to “reject double standards on human rights” and makes recommendations for them to uphold the right to freedom of opinion and expression. For example, states must refrain from blanket prohibitions of demonstrations, slogans, symbols or other forms expression in support of the Palestinian people. As for companies, they should address “the overenforcement of Palestine-related content”. And, with the ICJ’s order from January on the plausibility of an imminent risk of genocide in Gaza in mind, they should “be vigilant about their own liability and ensure appropriate policies and processes to remove content with genocidal intent.” In addition to her broader perspective on the war’s effect on freedom of expression globally, Khan – just as IMS has done consistently and frequently over the past 14 months – emphasises how the war’s unprecedented level of journalist killings, attacks on media infrastructure and restrictions on foreign media have affected the right to information of people in Gaza and audiences globally. With Khan’s contention in mind that silencing journalists by killing them is the most egregious form of censorship, we once more call on all responsible actors to demand of Israel that it immediately cease its targeting of journalists and other civilians and allow foreign media into Gaza. Moreover, we call on those same actors to remove any unlawful restrictions on Palestinian voices and perspectives within their own borders. At IMS, we’re taking the opportunity to spotlight the report “Global threats to freedom of expression arising from the conflict in Gaza” recently issued by Irene Khan, the UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression. In her report, Khan describes a double crisis of freedom of expression: The silencing of journalists in Gaza combined with the suppression of Palestinian voices globally. With regard to the former – the silencing of journalists in Gaza – the Special Rapporteur contends that there is “serious concern” that the pattern of killings and arbitrary detention of journalists and destruction of press facilities indicates a “deliberate strategy” by the Israeli military to “silence critical reporting and obstruct documentation of possible international crimes.” As for the latter – the suppression of Palestinian voices globally – Khan concludes that the war has exacerbated an already existing pattern of “unlawful, discriminatory and disproportionate restrictions and repression of freedom of expression, primarily of Palestinian activists and their supporters in Western Europe and North America.” The report’s importance cannot be overstated. Now, more than ever, media freedom must be made central to EU englargement. BFMI Director, Antoinette Nikolova’s recent opinion editorial for The Parliament discusses the place of media freedom in #EU accession negotiations. In the Balkans, journalists and media outlets have come under pressure from increasing state influence, corruption and prohibitive legislation that undermines independent, good quality reporting. In the EU meanwhile, the recent European Media Freedom Act (#EMFA) safeguards media freedom. Irene Khan, the UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, briefing journalists at the UN Headquarters in New York on 18th October on her latest report 'Global threats to freedom of expression arising from the conflict in Gaza' It documents severe restrictions of violations of freedom of expression arising from the conflict, including the killing of journalists in Gaza, the crushing of protests worldwide, and the silencing of artists and scholars globally. The Sahel’s complex socio-political fabric makes it a fertile ground for such campaigns, which strategically exploit grievances to sway public opinion and influence political outcomes. This is not just a local issue; the geopolitical implications are vast, with external actors leveraging disinformation to advance their own agendas at the expense of regional stability and sovereignty. 𝐖𝐡𝐲 𝐚 𝐂𝐥𝐞𝐚𝐫 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐲 𝐢𝐬 𝐔𝐫𝐠𝐞𝐧𝐭 Disinformation thrives in the absence of coordinated responses. Supports local journalists and ensures their safety in reporting the truth. This battle requires collaboration between governments, civil society, tech platforms, and international partners. African nations in the Sahel must lead this effort, supported by global allies committed to defending truth, stability, and democratic integrity. ‼️ The fall of the Assad regime on December 8, 2024, marks a pivotal moment for press freedom in Syria 🇸🇾 For over five decades, the regime systematically stifled journalistic expression through severe measures, including torture, enforced disappearances, imprisonment, and exile of media practitioners, as well as harassment and terrorization of their families. This repression extended to online platforms: websites such as Wikipedia Arabic, YouTube, and Facebook were frequently blocked between 2008 and 2011. Internet cafés were compelled to monitor and report users' comments on forums, and numerous bloggers and digital content creators were arrested under vague and sweeping "national security" charges. The Assad regime's control over digital media fostered an environment of fear, with pervasive internet surveillance forcing widespread self-censorship. As RNW Media, we recognize that the toppling of this repressive regime presents an unprecedented opportunity to rebuild Syria's media landscape as a pillar of democracy and accountability. We join the voices calling for the establishment of a free and independent press, with a particular focus on strengthening digital media as a vital space for expression and dialogue. To realize this vision, we urge action in the following areas: 1/ Enact Legal Protections for Press Freedom: Implement robust laws that safeguard freedom of expression across all media platforms, including online spaces. Journalists, bloggers, and content creators must be able to work without fear of censorship or persecution. 2/ Promote Digital Literacy: Equip citizens with the skills to critically engage with digital media, enabling them to navigate and challenge misinformation while fostering an informed and empowered public. 3/ Ensure Open and Unrestricted Internet Access: Guarantee unrestricted access to the internet and digital platforms, creating a space where diverse viewpoints can thrive and information can flow freely. 4/ Support Independent Digital Outlets: Encourage the growth of independent online news platforms, blogs, and social media channels, which are essential for offering alternative perspectives, holding power to account, and amplifying marginalized voices. Truth Under Siege. Kharkiv’s Battle Against Russian Disinformation In a new report, Human Rights First examines Russia’s efforts to confuse, demoralize, and frighten Ukrainians as part of its offensive into northeastern Ukraine. Truth Under Siege, Kharkiv’s Battle Against Russian Disinformation shares findings from the organization’s visit to Kharkiv city and region in June 2024, documenting how human rights defenders (HRDs) are confronting Russian disinformation and providing reliable information to vulnerable populations near the front lines. Findings of today’s report include: While disinformation has been central to Russia’s war effort since before its 2014 invasion, in recent weeks Russian propaganda efforts have escalated with the likely goal of creating panic and undermining Ukraine’s armed forces and leadership as Russia tries to advance on Kharkiv Russia has been spreading lies about its recent July 8th attack on a children’s hospital in Kyiv, which killed dozens, including children, and injured even more. Local HRDs in Kharkiv have been at the forefront of Ukraine’s fight against disinformation, tracking and debunking Russia-backed lies and conspiracies. Their efforts rely on traditional journalism and fact-checking, as well as newer technology, such as a “bot” able to detect fake news.

𝐈𝐬𝐫𝐚𝐞𝐥 𝐛𝐚𝐧𝐬 𝐀𝐥 𝐉𝐚𝐳𝐞𝐞𝐫𝐚 𝐩𝐫𝐞𝐯𝐞𝐧𝐭𝐢𝐧𝐠 𝐜𝐨𝐯𝐞𝐫𝐚𝐠𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐆𝐚𝐳𝐚 𝐰𝐚𝐫 By Inès Najeh / GICJ Israel’s cabinet unanimously approved the ban of the broadcasting media channel Al Jazeera in Israel, effective immediately. Shlomo Karhi, Israel's Minister of Communication, accused the outlet of threatening Israel’s national security, describing it as "a mouthpiece of Hamas in Israel". This decision comes a month after the Israeli government's decision, on 1 April 2024, to pass a law granting the government authority to temporarily shut down foreign news networks perceived as a national security risk. The law gave the government complete discretion in its application, which has thus far primarily targeted reports of the devastating realities inflicted by the occupying power in the Gaza strip. Al Jazeera Media Network considers this extensive ban a “criminal act that violates human rights and the basic right to access of information”. Indeed, banning Al Jazeera from reporting in Israel violates international law, which safeguards the right to freedom of expression and press. This action will severely limit access to information necessary to scrutinising Israel’s war crimes, especially as Al Jazeera was one of the few news outlets reporting from the Gaza strip, where others are restricted from. This ban is proof that the Israeli government is actively trying to cover up and silence the continuous commission of war crimes against the Palestinian people, as well as journalists bringing their suffering to light. 𝐆𝐞𝐧𝐞𝐯𝐚 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐞𝐧𝐭𝐫𝐞 𝐟𝐨𝐫 𝐉𝐮𝐬𝐭𝐢𝐜𝐞 (𝐆𝐈𝐂𝐉) condemns the decision to shut down Al Jazeera in Israel. It is essential to have free and independent media outlets on the ground to inform the world of the atrocities committed in Gaza, ensure transparency, and hold those responsible to account. This decision is antithetical to the principles of democracy and human rights. Last year the Press Council of South Africa, in a landmark ruling, found that Die Vrye Weekblad contravened the Press Code for its false reporting on alleged links between Paramount and Russia. Ambassador Vic Zaseraj provides commentary and insights on the role of the media in a world were fake news is becoming ever more prevalent and dangerous. "For media to survive and thrive in this ever changing world of ours, the storytellers must be credible. The only way to achieve that is by reporting fairly and objectively and, even more importantly, subjecting themselves to the same kind of rigorous self-examination as the subjects of their stories – and being held equally accountable in the process. The Press Council ruling and the upholding of the subsequent appeal in Paramount Group versus Die Vrye Weekblad are vital bulwarks for a young and evolving democracy such as ours – indeed, they are beacons of global significance." 🇺🇸 🇪🇺 Joint statement from U.S. Ambassador to the EU Mark Gitenstein and Vice-President of the European Commission Věra Jourová on #WorldPressFreedomDay 👇 This World Press Freedom Day we honor courageous journalists who face incredible hardship – and sometimes incredible personal danger—to inform citizens. We also honor those who volunteer in classrooms, teach media literacy, and foster critical thinking among us all. Around the world, journalists have been killed in ongoing conflicts or remain unlawfully imprisoned by autocratic regimes. This is true for journalists like Alsu Kurmasheva and Evan Gershkovich, wrongfully detained in Russia, and Andrzej Poczobut, held in isolation in Belarus. Together the United States, Europe, and our many partners will keep working every day to reunite these brave journalists with their families and to hold those responsible to account. As we celebrate the importance of press freedom, we look not just at the injustice for individual journalists but the critical danger faced by media in our democracies. Both sides of the Atlantic are in an existential struggle for democracy. Free and independent media, once the lifeblood of our civil discourse, is under direct threat from malign authoritarian regimes. Authoritarians seek to capture and dominate media to turn this tool of freedom into a tool of propaganda, weaponizing information to spread disinformation, deepen polarization, and undermine trust in democratic institutions. No country is immune to the danger of authoritarianism, to leaders who pressure the media to stifle their investigations, to leaders who channel foreign malign influence into party politics.
