IMSO Director General, Mr. Laurent Parenté is pleased to announce that the Republic of Cyprus has accepted the 2008 amendments to the IMSO Convention today, 20 November 2024. The instrument of acceptance was deposited to the Secretary-General of the International Maritime Organization (IMO), Mr. Arsenio Dominguez, as the Depositary of the IMSO Convention, by the Shipping Deputy Minister of the Republic of Cyprus, Ms. Marina Hadjimanolis and Permanent Representative of Cyprus to IMO, H.E. High Commissioner Dr. Kyriacόs Kouros.

Some days ago, at the African Land Forces Summit #ALFS2024 in Livingstone, Zambia, organized by the U.S. Army Southern European Task Force, Africa (SETAF-AF), a gathering of military leaders from across the continent convened to address transnational challenges to #Stability. Among the distinguished speakers was Brigadier General Giuseppe De Magistris, Director of the Center of Excellence for Stability Police Units (CoESPU), who delivered a thought-provoking, fascinating and engaging speech on combating #TransnationalOrganizedCrime (TOC). General De Magistris underscored the critical security and policing gaps that, if left unaddressed, could be exploited by transnational criminal organizations, emphasizing the need for a targeted strategy that fights the root causes of organized crime, striking at its deep-seated origins to ensure enduring community safety and stability. The General highlighted the importance of interagency and interstate cooperation, the integration of military dimensions into #Policing, and the development of interoperability between police forces, military units, and civil society. He stressed the significance of the #RuleofLaw, citing past elections in Bosnia and Herzegovina and Afghanistan as examples where criminal presence threatened stability. A multifaceted approach is essential in the fight against #TOC, as General De Magistris pointed out, utilizing what he termed “legal weapons” to meet the real needs of local populations. This includes #CommunityOrientedPolicing (#COP), a strategy focused on engaging and collaborating with local communities to prevent and solve crime and social disorder inclusively. A last-minute decision enabled the Western Balkans six countries to sign key regional cooperation agreements at the Berlin Summit. This was thanks to the skilled diplomacy of Manuel Sarrazin, Germany’s Special Representative for the Western Balkans, and the political will of regional leaders. In a crucial compromise, Kosovo agreed to lift its ban on Serbian imports at the Merdare crossing. As part of the deal, Germany and its allies pledged to provide advanced scanners to enhance security at the Kosovo-Serbia borders, a necessary step that has yet to be implemented. I sat down with Manuel Sarrazin to discuss the complexities of these negotiations. Sarrazin shared how he played a pivotal role in persuading Kosovo’s Prime Minister, Albin Kurti, to lift the ban—a move vital to unblocking CEFTA (Central European Free Trade Agreement) and advancing the Berlin Process. Sarrazin also spoke about the security concerns that arose, particularly in light of the recent Banjska incident, and how Germany’s offer to provide scanners is part of a broader effort to bolster both trade and border security. I asked Manuel Sarrazin on the removal of the 🇪🇺sanctions towards Kosovo and his answer is supportive of Prime Minister Kurti’s request, especially after Banjska, but he call for less surprises from Prishtina: “It’s clear after Banjska, many in Kosovo see them as imbalanced, and we need to address that. NEWS: The 15th AUPSC and EUPSC consultative meeting concluded on Friday. We learned that while the two sides achieved consensus on all the agenda items of the meeting, disagreement over reference to Ukraine, raised under AOB, derailed the adoption of a joint communique for a third consecutive year. What makes this year different is that beyond the proposal from the EU side on inclusion of language on Ukraine, there was proposal from the AU side on the inclusion of language on Gaza. Beyond policy and mandate differences, the inability of the two sides to adopt a joint communique also highlights major gaps in their working methods. 🔹 A Strategic Roadmap for Türkiye’s Defense Industry🔹 It has been a unique experience to be part of this comprehensive project aimed at defining the strategic direction of Türkiye’s defense industry. In collaboration with the International Institute for Strategic Studies (IISS) and the Center for Foreign Policy and Peace Research, our team conducted in-depth analyses on which defense solutions Türkiye should prioritize in line with its foreign policy goals. Our project presents innovative recommendations that emphasize the importance of international partnerships while setting strategic priorities to enhance Türkiye’s defense capabilities. I am proud to have contributed to a study that not only supports our country's quest for independence but also reinforces regional security. Being involved in such projects has deepened my understanding of the critical role the defense industry plays in national security. Contributing to decisions that shape the future of Türkiye and providing solutions that align with our national interests has been a significant step in my career journey. At the Bled Strategic Forum in Slovenia hoping to gain a keen insight into how the Central European diplomatic community intend to address the most pressing issues of the day. I have long been an admirer of Slovenia’s capacity to voice its concerns and lead practicable actions regarding those issues with which I am concerned. Therefore, I seek discussions which avoid cliches and offer some form of tangible direction in a period of international turmoil.
