International Air Transport Association (IATA), Emirates, and Airbus will deliver a Competency-Based Training and Assessment (CBTA) programme for the Airbus A350 type rating. This comes as Emirates prepares for the delivery of its fleet of 65 A350s from mid-2024. An initial cohort of 256 pilots will be trained as part of the new course at Emirates’ Training college in Dubai starting from July 2024. The joint work combines the respective expertise of the three organisations. • IATA will focus on programme design using its published guidance for CBTA • Airbus will contribute knowledge of the aircraft along with its own CBTA experience • Emirates will use its CBTA training and operational experience This collaboration will create and deliver the first A350 type rating training in full alignment with the latest International Civil Aviation Organization (ICAO) standards for CBTA training and with the best practices contained in the IATA CBTA Guide for Flight Crew Training. To the esteemed members of the European Union Aviation Safety Agency (EASA), We extend our warmest greetings and express our deep appreciation for your diligent efforts to enhance aviation safety in Europe and the world. We acknowledge the vital roles of your advisory and technical bodies, such as the Member States Advisory Body (MAB), the Technical Bodies (TeBs), and the Stakeholder Advisory Board (SAB), in ensuring the highest safety standards in aviation. These bodies facilitate discussions on strategic issues, which help in the implementation of actions, decision-making, and the formulation of regulatory frameworks. To keep pace with the rapid evolution in the global aviation industry and address the need for a system that learns from past errors in aviation and airport safety, we propose the integration and incorporation of Sixth Generation standards and services in public safety across all operations, programs, services, training, consultations, and recommendations. This transformation will significantly enhance safety and efficiency in aviation and airport security, and consequently, passenger safety. Integrating this system with airports, Air Traffic Management/Air Navigation Services (ATM/ANS), aircraft crews, flight operations, ground services, production and continuing airworthiness, general aviation, and safety management, alongside consultative platforms like SAB, COMMs, and AGs, will bolster strategic and technical priorities. It will allow the industry to provide positive regulatory feedback, involving representatives from commercial operators, aviation workers, manufacturers, ATM/ANS, airports, training, maintenance, aerospace medicine, non-European industry, and global innovators. Through this letter, we hope to see further improvements in aviation safety standards and recommend integrating the Sixth Generation of public safety into EASA’s agenda.
