The thing that hasn't been mentioned here is the electronic revolution. So a long time back we had to do load testing to verify the capacity of a structure, and now with all of the electronics at our disposal, it makes it cheap, quick and easy to do. 50 years ago it cost us $200,000 to do a holistic capacity test. And these days it'll cost between four and fifteen, $25,000. And the problem as well is psychological. We're looking at savings, people's lives in this case, not just reducing the amount that's necessary to pay. Now we're able to do a holistic test for capacity. And that's why the cost has come down and why the information that it gives you is so much better than was available. Even 30 years ago.
