It needs a seat at the table, a role in the DoD culture, and a Senior Champion (via that career path) in order to break the hurdles that Grant Tyson, Hinote and dozens of others have spotlighted.” We could not agree with Trish Martinelli anymore here. Is there a Chief Cultural Czar in our future? As a #NatSec community we continue to hone in and harp on the criticality of #humantalent and we have worked to create and #innovate around revised approaches to how we attract and activate requisite talent for todays threat environment. But the things we create like Direct Commissioning sound great on paper but are failing miserably in practice and execution for efforts to attract new talent from outside the force, and we still face all the issues of the Up or Out culture for talent within the force. When it comes to the #people side of the house what are we doing on the #CivilAffairs #FAO #InnovationOfficer side of the house as it pertains to culture. Is one large #PSYOP required to disrupt our own system to shake the tendrils of entrenched dogmatic lethargy, inefficiency and stagnated people policies free? Whose doing work around re-thinking how we, as a national security community, interact with the civilian populace to attract and activate the right talent (beyond revising conventional recruiting strategies)? "If you don't like problems, stay out of leadership." ~ General James Mattis In honor of the Marine's 249th birthday, I wanted to talk about risk and Innovation. Risk hits different in the United States Department of Defense, and it should. The people in #uniform, the people who support them in #civilservice, and others who love and support them sign a blank check that may cost them their lives and hope it never gets cashed. The risk is real. Going back to the kinds of risk that Innovation needs in the #DoD in order for it to be a thing that takes hold outside of the #Beltway, #labs, and Defense Innovation Unit (DIU) I am reminded of the words of Adam Grant before Congress, @Neil deGrasse Tyson while on the Defense Innovation Board, and Clint Hinote at the Defense Entrepreneurs Forum annual summit in 2023 all of which zeroed in #culture being a higher hurtle to Innovation than any policy or regulation. What we have here is the fear of reputational risk - being labeled the "good idea fairy" - or another pejorative that is keeping some of the best ideas in the back pockets of the Department's most loyal and disruptive thinkers. How would having a #J10 mediate this? If a Command knew what to expect in terms of disruptive thinking in support of mission accomplishment, might it be more welcome? This is not so new..... think about Red Teamers and the sadly bygone #UFMCS (University of Foreign Military and Cultural Studies) but this has always been tucked into "special staff". If one Commander had a taste for it, the discipline flourished. If the next Commander didn't, it died. Innovation needs a career path. It needs permanency.
