Yesterday, IACS had the pleasure of participating in the EU RO’s MR Workshop at SMM Hamburg 2024. During the workshop, Council Chair Roberto Cazzulo and Secretary General Robert Ashdown, elaborated on the role of Class Societies in promoting maritime safety through their various standards for verifying ships’ structures, machinery and electrical and control systems. It was emphasized that Class Societies look at the safety of the ship as whole, not just its component parts, and that the Certification of Materials and Components is vitally important both in ensuring essential components are individually certified for quality and performance and in considering how these individual components interact within a system. IACS also discussed striking the right balance between harmonisation and standardisation, the risks of fragmentation in the safety regime and the benefits of diversity between Classification Societies, enabling them to approach the same safety problem from different angles. At this time, do remember that the latest version of IACS UR E22 (rev 3) will also come into effect on the same date! In fact the first version of E22 has been in effect since 2008, and yet noncompliance is still a huge issue. IACS and Its Member Societies: Key Milestones The International Association of Classification Societies (IACS) is a technical organization made up of twelve marine classification societies, headquartered in London. IACS was established in 1968 by seven leading classification societies: RINA, ABS, BV, DNV, GL, LR, and NK. The collective technical expertise and experience of these societies quickly gained recognition. By 1969, IACS was granted consultative status with the International Maritime Organization (IMO). Today, it remains the only non-governmental organization with Observer status empowered to develop and apply its own Rules. A Classification Society that is a member of IACS is characterized by the following: 1. Rule Development: Publishes its own classification Rules, including technical requirements for the design, construction, and survey of ships, and has the resources to: a. Apply, b. Maintain, and c. Regularly update these Rules and Regulations. 2. Compliance Verification: Ensures compliance with these Rules during ship construction and through periodic surveys over a ship’s service life. 3. Registry Maintenance: Publishes a register of classed ships. 4. Independence: Operates independently and is not influenced by shipowners, shipbuilders, or other commercial entities involved in ship manufacturing, equipping, repair, or operations. 5. Flag Administration Authorization: Is authorized by a Flag Administration, as defined in SOLAS Chapter XI-1, Regulation 1, and listed in the IMO’s Global Integrated Shipping Information System (GISIS). Globally, more than 50 organizations of marine classification services, but only twelve are members of IACS. Collectively, these members are responsible for classifying over 90% of the world’s commercial tonnage engaged in international trade. A great start to today’s ‘Future of Ships, Shipping and Environmental Sustainability’ conference hosted by Institute of Marine Engineering, Science & Technology (IMarEST). Lloyd's Register’s own Claudene Sharp-Patel opened with a very insightful overview of the challenges shipping faces right now regarding decision points and the safety challenges with using fuels such as hydrogen or ammonia not only operationally day-to-day, but more critically when things go wrong. The maritime industry historically regulates on the back of disaster and it’s great to see the International Maritime Organization start to face these issues proactively in its work on Safe Reduction of GHG Emissions. LR continues to analyse the challenges facing the industry as it positions itself as the industry’s trusted advisor in this time of critical decision making. ⚓ The European Committee for drawing up Standards in the field of Inland Navigation (CESNI) met in Strasbourg (France) on 11 April 2024. The meeting was chaired by Mr Ivan Bilic-Prcic, representing Croatia, and was attended by representatives from 𝟵 𝗺𝗲𝗺𝗯𝗲𝗿 𝘀𝘁𝗮𝘁𝗲𝘀, the European Commission, the Central Commission for the Navigation of the Rhine (CCNR), the 𝗠𝗼𝘀𝗲𝗹𝗹𝗲 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻, 𝗘𝗕𝗨, 𝗘𝗗𝗜𝗡𝗡𝗔, 𝗘𝗦𝗢 𝗮𝗻𝗱 𝗚𝗘𝗥𝗖. 🚢 The Member States present adopted the new edition of the ES-QIN, the European Standard for Qualifications in Inland Navigation. They also approved certain explanatory notices to the ES-QIN 2024/1 and ES-TRIN 2023/1. Finally, they validated guidelines that define the competences needed to operate vessels using alternative technologies. The next meeting of the Committee will be held on 17 October 2024. We are pleased to announce the publication of IACS Recommendation Rec. 180 for Conducting Commissioning Testing of Ballast Water Management Systems As the maritime industry continues to address the negative effects associated with ballast water transfer, the effective implementation and proper functioning of Ballast Water Management Systems (BWMS) is paramount. Efforts to streamline the implementation of BWM Convention took a significant step forward with IMO’s approval of the “2020 Guidance for the commissioning testing of BWMS". Now, IACS has further bolstered these efforts with the development of a comprehensive Recommendation (Rec. 180) to facilitate the smooth, effective, and harmonised implementation of commissioning tests requirements in line with the international regulations. This significant development reinforces IACS' commitment to protecting the marine environment – and our mission to shape safer and cleaner seas for all. Rec. 180 simplifies the process for ship operators, outlining essential preparatory steps to conduct commissioning tests of ballast water management systems, ensuring alignment with regulations.
