The greatest impact is made by research done at the two ends of the spectrum, i.e. fundamental research to technology innovation. Yet, most of the research in universities tends to be in the middle of the spectrum, where it is easier to generate results and publish papers. This is because many universities count the number of publications rather than the 𝘪𝘮𝘱𝘢𝘤𝘵 made by research as a criterion for promotion and rewards. This is often done because a quantitative measure is much easier to administer than qualitative assessment of the impact made by a faculty member. This is a fundamental flaw at many research universities because it deprives faculty and students of opportunities for major scholarly and technological contributions by focusing on short-term gains. In reality, the time to generate great ideas and results is not any longer to work on trivial problems that are hard to publish.” (page 151) (word in italics in original) Institutes of Higher Learning and Research Institutions should be "working on problems and issues of the 21st century" instead of "solving similar problems, many times over, making small incremental improvements rather than spending more time at the two ends of the research spectrum shown in Fig. 11.5" (page 161)

🎉 Call For Special Issue Proposals 🎉 The Review of International Studies (RIS) invites proposals for a special issue to be published in 2026 (Vol. 52, Issue TBC). RIS special issues contain 7-8 papers as well as an agenda setting introduction/conclusion. The deadline for the submission of special issue proposals is 5pm (UK time) on 24 February 2025. The selection process is expected to be completed by 31 March 2025. The special issue will be allocated 100,000 words. The individual articles comprising it should be between 8,000 - 12,000 words in length. Special issues are also expected to include an introduction, which may be shorter than research article length. It is not necessary for a special issue to have both an introduction and a conclusion. Special issues should make an original contribution to cutting edge research. Proposals can relate to any area of the discipline, theoretical orientation, or methodology. Interdisciplinary scholarship is welcome. We encourage contributions that break new theoretical ground and/or combine conceptual innovation with novel empirical findings. Proposals may showcase new debates or lay the groundwork for emerging research domains. We strongly encourage proposals that include contributors from different career stages and from underrepresented backgrounds. The editors will not consider proposals focused on the discussion of monographs (i.e. book forums) or the career contribution of individual scholars as part of this call. I read with a great pleasure a report about the scientific excellence of the European Commission Science Service - Joint Research Centre, which I had a pleasure to lead for 8 years. Big congratulations 🙌 The JRC is on par with the University of Cambridge and University of Oxford in terms of the citation impact of its publications in scientific journals. JRC peer-reviewed publications are 2.26 times more cited than the global average. 3.7% of the JRC’s scientific publications released between 2018 and 2022 belong to the globally most cited top 1% of all peer-reviewed publications.
