AMO Context: According to M.A.614, 145.A.55(c), or CAO.A.90(a), detailed maintenance records are those maintained by an AMO. These records must be kept to demonstrate that aircraft and components have been maintained in compliance with applicable requirements. Owner/Operator Context: As per M.A.305(e)(2) or ML.A.305(h)(1), these records, originating from the AMO that performed the maintenance, must be kept by the owner/operator (or the CAMO or CAO with continuing airworthiness management privileges when required by M.A.201 or ML.A.201). These records are crucial for determining the aircraft configuration, airworthiness status, and for planning future maintenance based on the last accomplishment. Transmission of Records: AMOs should transmit a specific subset of their maintenance records to the owner/operator/CA(M)O. MSG-3 (Maintenance Steering Group) – Aviation: MSG-3 is a structured methodology used in aviation for developing maintenance programmes. MSG-3 is widely used to develop initial maintenance requirements for modern commercial aircraft, and its application will proceed alongside the Type Certification process. During the development process will be involve a Maintenance Review Board (MRB) consists of appropriate regulatory personnel to monitor the development and finally approve the Maintenance Planning Document (MPD). Such MPD is the once <issued> by the aircraft’s manufacturers (OEM) to be <used> by the aircraft's operators, as reference, in order to develop the Aircraft Maintenance Programme (AMP) of its aircraft type, and get the approval by the State of Operator "National Aviation Authority" (NAA). So, the basic goal of MSG-3 is to identify maintenance tasks which are both <<effective and efficient>> in enabling a new aircraft to be designed and operated in a manner which achieves a satisfactory level of SAFETY and RELIABILITY throughout ITS LIFE. The underlying principles are that: ·      Maintenance only effective if task applicable. ·      No improvement in reliability by excessive maintenance. ·      Needless tasks can also introduce human error. ·      Few complex items exhibit wear-out. ·      Monitoring generally more effective than hard-time overhaul. ·      Reliability only improved by modification. ·      Maintenance may not be needed if failure cheaper. Stage 2 - First Why: Why did the hydraulic system fail? • Answer: The hydraulic fluid levels were critically low. Stage 3 - Second Why: Why were the hydraulic fluid levels low? • Answer: There was a leak in one of the hydraulic lines. Stage 4 - Third Why: Why was there a leak in the hydraulic line? • Answer: The hydraulic line was worn and had not been replaced as part of scheduled maintenance.
