Local funds can be turned into new credit for disaster relief, as shown by the Bank of North Dakota. After the 1997 floods, BND quickly provided $70 million in credit to help Grand Forks recover. North Dakota is now rated the best state to start a business and #1 in fiscal health. Government-owned banks focused on sustainable development and recovery should be considered.
