MERCOSUR NEEDS DIPLOMACY FOR ITS SURVIVAL (This is a personal opinion) During Argentina’s assumption of the Pro-Tempore presidency of Mercosur, President Javier Milei exposed his plan for the next 6 months in charge of the bloc (from the oven): * Submit to scrutiny to determine whether what is approved works. * Mercosur cannot have static rules; it must be a soft and malleable instrument. * Growth, Trade and Capitalisation must be the premise of the bloc, which represents only 1.6% of world trade. * No laws that turn our backs on world trade - the whole bloc loses. * Turn the bloc around (main proposals for its pro-tempore presidency): § Revise the Common External Tariff - the highest in the world - to align it with international standards. § Greater flexibility for members of the bloc (to be able to negotiate with anyone outside the bloc for the benefit of their countries). § Tri-border crisis (creation of an investigative agency). § Less internal tariff barriers and more freedom to trade outside the bloc. Milei closed his speech on the handover of the Pro-Tempore presidency by indicating that either the current situation of Mercosur is accepted and the bloc is dissolved - clarifying that this is not the intention of Argentina or its government - or it adapts to the current needs of its members, to get a more dynamic and insert Mercosur in the world trade flow. Seen that, we must consider that the next six months will be important in determining the future of the bloc, not least because Argentina assumes the pro tempore presidency in adverse ideological conditions compared to members such as Bolivia, Brazil and Uruguay, whose governments are on the left of the political spectrum. The bloc's joint position on signing the Association Agreement with the European Union and on the situation in Venezuela should surprise us, mainly because of the differences between Milei and Lula - representatives of the partners with the greatest economic weight within Mercosur - which could shed some light on how the bloc will behave. But the ideological - and even personal - differences between the two could cloud beneficial decisions and actions in the coming months. With such a scenario in the offing, it can be stated that “Diplomacy is the best way forward for the survival of Mercosur”. #mercosur #ue #trade #economics #diplomacy #internationaltrade
