Andrew Glenn has it exactly right that we need more attritable mass as part of the U.S. military arsenal. Admiral Lorin Selby and I began talking about this as a “Hedge Strategy” to create the asymmetric advantage relative to the PLA’s perhaps most rapid peacetime arms buildup in history. We need to hedge the exquisite and increasingly-less-affordable platforms like the aircraft carrier ($13 billion each) or F-35 ($80 million each) with attritable mass. These are not substitutes for each other but can be complementary capablities. We need to look no further than the Iranian Shahed drones which cost between $20K and $200K. Even at the upper end of that range, they are a formidable threat that is cost-effective. I’m excited to see this being adopted by the Deputy Secretary of Defense in her flagship Replicator initiative and in the recent defense appropriations bill which endorsed the Hedge Strategy with its provision of almost $1 billion for the Defense Innovation Unit to begin implementing this strategy with emphasis on supporting combatant commands like INDOPACOM. As Andrew points out, mass has always been an effective military strategy.
